- W911SE-08-R-0019 W911SE-08-R-0020 The Mission and Installation Contracting Command Center Fort McPherson (formerly ACA Southern Region Contracting Center-East) intends to solicit offerors to re-compete the Operations, Planning, Training, and Resource Support Services (OPTARSS) Multiple Award Indefinite Delivery, Indefinite Quantity (ID/IQ) contracts. OPTARSS II will be solicited through separate Request for Proposals (RFPs); W911SE-08-R-0019 as full and open competition (unrestricted suite) and W911SE-08-R-0020 as a total set-aside for small business (restricted suite). Both RFPs will solicit services to provide Continental United States (CONUS) and outside the Continental United States (OCONUS) mobilization and deployment planning, and execution in support of the military. These services provide the infrastructure necessary to promote Army readiness and ensure that commanders have the ability to operate systematically, strategically, and skillfully when supporting the defense of our country. OPTARSS II resultant contracts will require performance in the following task areas: Task Area 1 - Operational Planning; Task Area 2 - Training; Task Area 3 - Modeling and Simulation; Task Area 4 - Flight Operations; Task Area 5 - Mobilization Plans and Execution; Task Area 6 - Deployment Operations; Task Area 7 - Force Protection Program; Task Area 8 - Transformation. Requirements for the unrestricted suite are estimated at greater than $2 million annually. Requirements for the restricted suite are estimated at less than or equal to $2 million annually. Competition, defined in FAR 16.505 (b) as the provision for fair opportunity at the task order level, will occur in one suite or the other. Competition will not occur between the suites. The Task Order Contracting Officer will determine the suite under which the requirement will be competed. The North American Industrial Classification System (NAICS) code for this acquisition is 561210, and the small business size standard is $35.5 million. The anticipated solicitation release date will be on or about 1 November 2008. The resultant contracts will be awarded as Multiple Award ID/IQ contracts for a five-year ordering period.
