Description
The Social Security Administration (SSA) has a requirement for awarding Blanket Purchase Agreements (BPAs) in order to, on an as needed basis, acquire Verbatim Hearing Recordings (VHR) for the Office of Disability Adjudication and Review (ODAR). All orders placed against the BPA are subject to the terms and conditions of the agreement. The performance period will be from December 1, 2008 through September 30, 2009 or date of award to September 30, 2009, which ever is first, with 3-1 year Options to Extend the Term of the BPA. The Options to extend service is the Governments decision. The VHR Contractor for an SSA hearing, before an Administrative Law Judge (ALJ), is responsible for the delivery of a final product. The VHR Contractors may be required to gain access to a remote site and prepare the site for performance of a verbatim hearing session, including setting up and repacking hearing-related equipment, if not already in place. SSA generally will conduct hearings on Monday through Friday, between 8:00 a.m. and 5:00 p.m., at locations specified by the Contracting Officer or other Authorized Ordering Official placing the order. This acquisition is a set-aside 100 percent for Total Small Business concerns. Any responsible small business source may submit an offer, which will be considered by the Agency. Offers received from other than a small business source will be deemed unacceptable and will not be considered. The North American Industry Classification System (NAICS) code for this requirement is 561410. The size standard for this NAICS code is $7.0 million. This acquisition is determined to be subject to Part 13, Test Program for Certain Commercial Items of the Federal Acquisition Regulation (FAR) regarding the acquisition of commercial items and also subject to Part 15 of the FAR regarding contracting by negotiation. A Request for Quotes (RFQ), Number SSA-09-RFQ09-VHR, is scheduled for release on or about October 2, 2008, with proposals due by November 3, 2008, at 2:00 PM California time. The solicitation will be available for downloading from the FedBizOpps website at http://www.fedbizopps.gov. See note 1. Request for copies of the RFQ will not be honored or acknowledged. No telephone calls or emails will be accepted.
