Description
REQUESTING FOR INFORMATION FOR TACTICAL DATA RADIO CHARACTERIZATION 1.0OBJECTIVE The Marine Corps Systems Command (MCSC) is requesting information from industry regarding IP data radio capability. The radio system must operate and support rigorous, all weather field use by Marines. The radio system should be able to support IP interface connection to multiple IP based products to include, but not limited to laptops, desktops, routers, and switches. The system should be able to support tactical functions to include, but not limited to, unicast and multicast data, video feeds, Internet Relay Chat (IRC), and an Extensible Messaging and Presence Protocol (XMPP) chat functionality. The system should support at least 120KBps throughput bandwidth. The system should be capable of supporting data communication of point-to-point and many-to-many networked radio system configurations. The system should be software configurable and should require minimal operator training; as well as, the capability of rapid set-up and tear down. Approximately 6 systems and o! ne Subject Matter Expert (SME) may be required for the study. USMC plans for a three-phased market research process. Phase I will consist of Vendors providing a two page White Paper single-sided, in 12-point font that provide an overview of their currently existing Tactical Data Radio solutions. Phase II will consist of one week invitation only system demonstrations at Consulting & Engineering Next Generation Network (CENGEN) INC, Carlsbad, California. Phase III will consist of taking the Tactical Data Radios provided by the contractors to one or more of the government test ranges for operational testing over a three month period. This includes both laboratory testing and field testing. 2.0WHITE PAPERS White Papers will be due to the USMC Contracting Officer, marked for the attention of Mr. Anthony Fennell, at address: COMMANDER, MARCORSYSCOM, Code CT027AF, 2200 Lester Street, Quantico, VA 22134-6050, email: anthony.fennell@usmc.mil. Due date is not later then Monday November 3rd by 3:00 p.m., Eastern Standard Time. Electronic format compatible with Microsoft Office 2000 is acceptable as well as print copies. Hardcopies should be mailed or delivered via FEDEX, UPS, or DHL. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Firms responding to this RFI understand that the following Government Contractors, under a Market Research Task for MARCORSYSCOM, will be reviewing and collating all responses to this RFI: CenGen, Inc., Carlsbad, CA 92010 CenGen, Inc., Columbia, MD 21045 Eagan McAllister Associates, Inc., N Charleston, SC 29406 L-3 Communications Titan Group, N Charleston, SC 29406 3.0 SYSTEM DEMONSTRATION Firms with solutions that appear to satisfy mission need and capability requirements may be invited to demonstrate their solutions at CENGEN, INC, Carlsbad, California. Marine Corps Tactical Systems Support Activity (MCTSSA), Camp Pendleton, California will provide Government oversight. MARCORSYSCOM will not pay or provide reimbursement for any costs incurred in the preparation of delivery of the requested information or any product demonstrations. The North American Industry Classification System (NAICS) code for this effort is 334220, Radio and Television Broadcasting and Wireless Communication Equipment Manufacturing, Size: 750 employees. Firms shall indicate their business size based upon NAICS code 334220. The Marine Corps will use the results of this announcement to determine what capabilities exist in the marketplace to fulfill the Government requirements outlined above.
