- The VA Montana Healthcare System, Fort Harrison, Montana is seeking the services of a qualified Engineering firm with specialized experience in converting steam heating systems from high pressure (110 psig) to low pressure (15 psig) and solar heating of domestic hot water systems. The selected firm shall provide all technical services necessary to perform a feasibility study for Project 436-09-105, Low Pressure Steam Feasibility Study. The project scope is to do away with the existing main boiler plant and establish smaller low pressure boilers for main complex bldgs 154, 154A, 150, 141, and out bldgs 16, 20, 47, 17. An additional feasibility study will be done for Solar Heating of domestic hot water system in main complex bldgs. Site location is 3687 Veterans Drive, Fort Harrison, Montana. Selection criteria is as follows in descending order of importance: (1) professional qualifications of the firm's staff and consultants assigned to the project; (2) previous experience of the firm, both prime and consultants, in design and construction of similar projects and working on VA and/or Government facilities; (3) geographically located within a 250 mile radius of the VA Medical Center, Ft Harrison, MT; (4) Proposed management plan of design team; (5) Proposed design approach for proposed project; (6) Estimating effectiveness; (7) project control for schedule and cost; (8) misc experience (Energy, Value Engineering, etc); (9) Awards received for design; and (10) Insurance and litigation. THE GOVERNMENT'S OBLIGATION FOR AWARD IS CONTINGENT UPON THE AVAILABILITY OF APPROPIATED FUNDS. All interested firms are required to submit three (3) recently completed Standard Form (SF) 330, Architect-Engineer Qualifications, in accordance with Numbered Note 24 to the Contracting Officer shown below no later than 4:00 p.m. (Mountain Standard Time), Wednesday, November 5, 2008. Solicitation VA-259-09-RP-0003 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 541330 is applicable to this acquisition and the small business size standard is considered $4.5 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
