Description

This synopsis is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to solicit and negotiate, on a sole source basis, a contract for the repair of 246 Line Replaceable Units(LRUs) and Shop Replaceable Units(SRUs) to the ALQ-161 System. The attached listing shows the NSNs, part numbers, quantities of each unit. The instant contract is anticipated to be awarded as a Firm Fixed Price type instrument. The approximate award date is 31 March 2009. A solicitation will be issued on or about 17 October 2008. This proposed repair action is for a basic year with two one year options. Delivery: 45-120 calendar days after receipt of repairable asset. This Notice of Intent is NOT a request for competitive proposals. The Government intends to solicit EDO Corporation, Defense Systems, 1500 New Horizons Blvd, Amityville, NY, 11701-1130, only, for the services described herein. Cage Code 82340. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1). EDO designed and developed the ALQ-161 system during the acquisition of the B-1B aircraft and owns all the specifications, test equipment software, the test procedures and the necessary documentation to accomplish the repair of the AN/ALQ-161A. In addition, they are the only known source that possesses the necessary skills, support equipment and facilities required to repair and test all the items covered by this acquisition.
