Description
1.0 BACKGROUND As part of the Department of Energy (DOE) Hydrogen Safety and Codes & Standards Subprogram Hydrogen, Fuel Cell and Infrastructure Technologies (HFCIT) the National Renewable Energy Laboratory’s (NREL) facilitates the permitting of renewable energy projects by helping to make the permitting process more predictable, less time-consuming and more efficient both for project developers and permitting officials. Through this effort, NREL may also facilitate the development of permitting processes that have some consistency nationally. In 2007 and 2008, NREL facilitated several Hydrogen Permitting Workshops held in various locations throughout the country. The participants were comprised of local/state fire marshals and fire safety and permitting officials; the objectives were as follows: 1.Familiarize participants with examples of Hydrogen Fueling Station projects that have been implemented in the United States 2.Familiarize participants with the codes and standards and the processes that have been used by local/state officials to permit projects 3.Provide participants the opportunity to conduct “Virtual Permitting” of projects that have already been permitted – to understand how they would do the permitting, given available information about the projects and available codes and standards 4.Identify critical issues associated with the permitting process that need to be addressed by DOE in order to make the permitting process more cost effective and efficient 5.Provide participants with the opportunity to articulate codes and standards gaps (if any) that need to be addressed Workshop recommendations to NREL included conducting similar regional workshops targeted at fire marshals and fire safety and permitting officials in states or regions hydrogen and other renewable energy projects are planned. 2.0 OBJECTIVE The overall objective of this effort is to plan and conduct a program of approximately 12 regional workshops targeting representative local/state fire safety officials, fire marshals and permitting officials in areas where there are active and planned renewable energy projects. The objectives of each workshop are as follows: •Present materials and resources related to permitting renewable energy facilities and receive feedback from the potential users of the resources. •Present “case studies” for selected facility configurations to fire safety and building code officials that show how existing codes and standards or engineering solutions have been or can be applied to permit renewable energy facilities in a rigorous but timely manner. •Develop permitting tools that are specific to the jurisdictions in which the workshops take place. •Present education materials that have been developed to assist permitting officials. 3.0 SCOPE OF WORK The successful subcontractor shall perform the following tasks: Task 1: Planning the Workshops Under the direction of and in collaboration with NREL, the Subcontractor shall formulate plans for conducting workshops. The plans shall address the following points in addition to any other potential issues that may be foreseen. 1.Proposed location, timeframe, and collaborative partners including industry demonstrations, organizations that facilitate the development of renewable technologies, and renewable energy project developers. 2.Facility where the workshop will be conducted or a plan for selecting the facility. 3.Identify intended target participants to achieve an effective mix of fire marshals, fire safety officials and building code officials a.Each workshop shall be limited to not more than 30 participants b.Arrange travel and lodging as necessary for the participants and 10 industry participant personnel following Federal guidelines (only local travel shall be included) c.Extend invitations to the identified targeted participants and obtain commitments 4.Planned agenda for each workshop, assuming the workshop shall be 2 days in length and using the agenda and materials from previous workshops a.Welcome speaker that generally has a regional interest in promoting the permitting of renewable energy facilities b.Selected Renewable Technology Overview c.Selected Renewable Technology Safety and Emergency Response d.Industry Applications e.Permitting i.Permitting tools & resources ii.Educational materials iii.Development of permitting tools for specific jurisdictions using case study materials (provided) and codes and standards documents (to be purchased under subcontract) The planned workshop program shall be documented in a report and submitted to the NREL Technical Monitor for review and approval. Task 2: Conducting the Workshops This task includes facilitating the workshop according to the plan, making arrangements to provide administrative support for the workshop, and managing logistics, including appropriate food service and lodging during the workshops. Task 3: Workshop Analysis and Proceedings The Subcontractor shall facilitate conducting an analysis of the workshop that includes the following: •“Self critique” of the workshop •Listing of lessons learned •Recommendations for improvements (if any) before conducting the next workshop •Recommended next steps to facilitate the permitting of renewable energy facilities, including comments on the information compendium website and other available permitting resources and training In addition, the Subcontractor shall prepare Workshop Proceedings that document the following: •Presentations given •Reports from the breakout groups and formatting of jurisdiction-specific permitting tools •List of Participants •Workshop materials •Workshop analysis report 4.0RESPONSES Responding Offerors must be able to perform the following tasks: 1.Workshop Planning and Implementation and Participant Recruitment (maximum of five pages) The offeror shall describe the general strategy and action plan to be used in: (a) arranging logistics for and conducting the workshops; and (b) contacting the target audiences and identifying specific persons to be recruited to participate in the workshops. 2.Qualifications in Terms of Experience and Expertise in Planning and Conducting Workshops (maximum of five pages) The offeror shall describe their experience and expertise in planning and conducting technology-related workshops in which the primary target audiences are building code/permitting officials and/or fire marshals and/or fire safety officials. The preferred experience is experience in conducting workshops relating to the permitting of hydrogen fueling stations and/or codes and standards. The offeror shall document recent workshops, providing the following information about each: oObjectives oDate oCo-sponsors (if any) oTotal number of participants and breakdown by type of participants oFinal workshop agenda oWorkshop results 3.Additional information to be provided: The following information is not required, but potential proposers should provide the following information if available (maximum of five pages) •Experience with curriculum development and workshop agenda planning •Identifying possible co-sponsors or collaborative partners for any of the workshops; THIS IS A SOURCES SOUGHT NOTICE, NOT A REQUEST FOR PROPOSALS VERBAL REPLIES WILL NOT BE ACCEPTED ALL INQUIRIES MUST BE IN WRITING (HARD COPY OR E-MAIL)
