- This contract action is for services for which the Government intends to solicit and negotiate with only The MacNaughton Group (TMG) under the authority of FAR 6.302-1, since TMG owns the Moanalua Services Center. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The work includes, but is not limited to, a) The Contractor shall provide monitoring services as an AE investigates the Moanalua Service Center building for structural integrity. The buildi! ng address is 4827 Bougainville Dr., Pearl Harbor; b) The AE will investigate primarily the 2nd floor of the building, however the investigation can take place throughout the entire building including the roof. The AE may perform core sampling, surveying, and ultrasound in addition to other investigative tests; c) The Contractor shall not interfere or interrupt the AE investigation other than observing and being in the same general location; d) Within 5 calendar days after completion of the monitoring services, the Contractor shall submit a report (summary of findings) to the KO. The report shall contain information pertaining to observations noted in the field by the monitoring worker. The report shall also include a conclusion statement indicating the summary of findings of the monitoring efforts; e) The Contractor shall complete all monitoring work within 60 calendar days including the summary of findings report. The Government may extend the contract period if the A! E investigation is delayed or takes longer to complete than anticipated. The NAICS Code for this procurement is 541330 and the annual size standard is $4.5 million. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. Interested parties should respond no later than October 13, 2008.
