- The project is the Rehabilitation of the Old Mill Creek Sewer. Work consists of, but is not limited to, rehabilitating St. Louis Metropolitan Sewer District (MSD) sewers by doing various repairs including void repairs, external chemical grouting, cement grouting of voids, replacement of lateral sewers, repair of lateral sewer connections, interior sealing of manholes, reinforced concrete invert, reinforced shotcrete liners (10 inch), shotcrete mortar protection, bypass pumping, sewer pipe (12, 15, 18 and 24 inch) and protection and restoration of site. This work is all done in a confined space (sewers) at deep depths (60) which poses special safety risks. The project is located in the city of St. Louis, Missouri. All offerors must be pre-certified by the St. Louis Metropolitan Sewer District prior to award. Applications for MSD certification will be available on-line under the St. Louis District website at http://www.mvs.usace.army.mil/. This is an unrestricted procurement. A Request for Proposal will be issued and the resulting contract award will be firm fixed price Indefinite Delivery, Indefinite Quantity delivery order contract. Award will be made to the lowest priced, technically acceptable offer. The contract ordering period will be one year; the expected performance period will be 360 days. Estimated magnitude of construction in terms of physical characteristics and estimated price range is between $1,000,000 and $5,000,000. Notice to Large Business: If you are a large business and your bid will exceed $1,000,000 you are required to submit a Subcontracting Plan in accordance with 52.0219 0009 Alternate I and 52.0219 7003 (DOD Contracts) SMALL BUSINESS AND SMALL DISADVANTAGED BUSINESS SUBCONTRACTING PLAN. For this contract, the following goals expressed are informational only and not legally binding. The U.S. Army Corps of Engineers, St. Louis District is committed to the participation of Small Business, Small Disadvantaged Business, Women Owned Small Business, HUB Zone Small Business, and Service Disabled Veteran-Owned Small Businesses in the performance of work for this contract and has established the following goals expressed in terms of percentages of total planned subcontracting dollars for 2008: Small Business - 70.0%, Small Disadvantaged Business - 6.2%, Women Owned Small Business - 7.0%, HUB Zone Small Business - 9.8%, Veteran-Owned Small Business -.3%, and Service-Disabled Veteran-Owned Small Business -.9%.
