Description
This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis is in support of a market survey. Bagram Airfield, Afghanistan seeks potential sources to provide the below services under a two year Time and Materials (T&M) Indefinite Delivery Indefinite Quantity (IDIQ) contract. This synopsis is for information and planning purposes only. Background: The Air Force contracted for a Battlefield Operations Support System ( BOSS) terminal for Bagram AB, Afghanistan in January 2008 with a delivery date in April 2008. BOSS is a critical capability that enables synchronized LINK-16 datalink communication between air and ground-based combat assets and imagery transmission to F-15E aircraft. Due to unforeseen technical difficulties the system is not fully functional. Efforts to configure BOSS equipment and software via email and phone-based technical support were marginally successful, but ultimately insufficient to achieve full mission capability. PLEASE READ THE FOLLOWING PARAGRAPHS CAREFULLY AND ENSURE THE CAPABILITY STATEMENT HAS THE REQUIRED CONTENT. Bagram Airfield is seeking qualified sources with prior experience in configuring BOSS terminals as well as experience with on site training of maintenance and configuration procedures for the BOSS System. Attached is a DRAFT Statement of Work (SOW) detailing the services required for this effort. Interested sources are requested to provide a concise capability statement limited to five pages addressing experience relevant to the above described functions, to include experience in similar programs. Qualified sources must demonstrate the capability to successfully accomplish all areas of the SOW. Functions required to perform this contract include, but are not necessarily limited to the following: certification to work on BOSS equipment applicable to F-15E aircraft and ability to provide on-site support to OCONUS locations. The successful offeror will be required to comply with all Department of State requirements for OCONUS travel in support of military operations. The proposed North American Industry Classification System (NAICS) code is 811219, Diagnostic imaging equipment repair and maintenance services, SBA Size Standard $7 Million Dollars. The period of performance will be 1 November 2008 through 31 October 2010. All personnel may require a security clearance of Secret as a minimum. Firms responding to this sources sought are asked to provide the following information in their response: company's full name, business size, address, point of contact, and a complete capability/qualifications package, describing the company's experience with emphasis on configuration of BOSS terminals/equipment with F-15E aircraft. See numbered note 25. Participation is strictly voluntary with no cost or obligation to be incurred by the Government. Comments and/or suggestions for improvements to the draft SOW are welcomed. Offerors are encouraged to comment on Incentive Options and provide suggestions that would favor excellent performance in this future acquisition. Responses submitted should be one copy, a maximum of ten pages in length, and must be received within 10 days from the date of publication. Capability Statements may be submitted electronically. Firms responding to this announcement should indicate their business size in accordance with the size standard; ensure that the company name, address, a point of contact with e-mail address and telephone number, Federal CAGE Code, and Data Universal Numbering System (DUNS) number in the capability package.
