This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-24, March 31, 2008. This acquisition is set-aside 100% Small Business. This is fixed price procurement and requirements will be procured using commercial item procedures. A best value award selection will be made based on price and other factors in accordance with FAR 52.212-2, Evaluation-Commercial Items. The building has an approximate total square footage (sf) equaling 21,500 (admin area approx. 13,800sf, new hangar approx 6,500sf and old hangar approx 700sf) included in this are a total of 10 restrooms (4 each male/female and 2 unisex), 2 unisex showers, 1 kitchenette area, and 1 break room with kitchenette. The buildings have approximately 34 employees (18 admin, 16 new hangar, and varied use of the detached remodeled hangar) Cleaning shall be completed between the hours of 6 p.m. and 6a.m. Services are not required to be performed on Federal Holidays, (i.e., New Years, Martin Luther King's Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas). A preliminary background investigation/National Agency Check (NAC) must be favorably completed before the vendor (employees) may receive access to the facilities by completing the required forms including fingerprinting upon award. Equipment: Contractor shall furnish all cleaning equipment and supplies necessary to perform the services outlined above - such as vacuum cleaners, buffers, mops, buckets, disinfectant soaps, toilet bowl cleaner, waxes, plastic trash can liners, etc. The Government will furnish toilet tissue, toilet seat covers, paper towels, hand soap, and deodorant blocks. V. Supervision: The Contractor shall have a supervisor visit this location monthly and make an inspection for quality assurance.VI. Insurance/Bonding:A. Contractor shall carry such insurance as required by both federal and state statutes, such as but not limited to Workman's Compensation, general liability and generic employee bonding which would compensate for loss or damage to property for facility caused by the willful act or negligence of the Contractor's employees.B. A copy of the Contractor's insurance/bond coverage shall be submitted by the bidder/contractor.VII. Green Procurement A. Green cleaning is a planned and organized approach to cleaning that is designed to protect the occupants and worker health and reduce the impact on our human health and our environment. Unlike a traditional cleaning program, a green janitorial program takes a holistic approach to facility cleaning. It goes beyond simple appearances to focus on health and the environmental impacts. Green Cleaning incorporates stewardship, communication, selection of cleaning chemicals, janitorial equipment, paper, supplies, and procedures and methods in which the cleaning is accomplished. B. The Contractor shall take every precaution to ensure that if available only safe and environmentally preferable products are used. Preference shall be given to cleaning products meeting the criteria under Green Seal's Standard GS-37 for Commercial and Institutional Cleaners, RCRA Section 6002, Comprehensive Procurement Guidelines (CBG) and Executive Order 13101. C. Preference shall also be given to concentrate cleaning chemicals that use ecologically sound packaging, are phosphate-free, non-corrosive, non-combustible, non-poisonous, non-reactive, bio-based and fully biodegradable. In addition, floor finishes and floor maintenance products that are free of heavy metals, such as zinc are preferred. D. If products do not have the "Green Seal" label, they must have a third party certification that shows their product meets the "Green Seal" criteria. If there are not green products available, products with the least negative impact on the environment shall be used. VIII. Monitoring of Work Performed. The Government will provide a checklist indicating the quality of work performed including areas requiring additional attention. This checklist will be provided to the contractor not less than once a quarter. (copy attached at the end of this document) IX. Wage Determination: This solicitation includes the attached Department of Labor (DOL) wage determination No. 2005-2017, Rev 9, dated June 16, 2008.
