Description
The Walla Walla District, Army Corps of Engineers has issued a draft solicitation, W912EF-08-R-0025, to rewind main generator units at McNary Dam. This is a construction project. The Corps seeks to determine industry interest and solicit industry comments on the draft solicitation. Project Description: Provide all labor, materials, incidentals, and equipment to perform the work required to rewind Units 1-4 and 7-12 at the McNary Powerhouse. The unit outage for site work is limited, see PART 3. This list is a general summary of the required work and is not all inclusive: a. Design, manufacture, shop test, prepare and load for shipment, deliver f.o.b. destination, and unload ten complete set of stator bars and all accessories specified herein. b. Disassemble ten generators. c. Remove old stator coils on 10 units. d. Install and test ten new stator windings and accessories specified herein. e. Perform special field tests on one unit. f. Remove the old turbine shaft sleeves and install the new Contractor-furnished shaft sleeves on 10 units. g. Disassemble, inspect, and provide new seals for the generator brakes for 10 units. h. Furnish, install, and test new bourdon tube style switches and temperature read-outs for 10 units. There are 12 bearing related switches and 12 surface air cooler switches per unit. i. Remove and dispose of the existing rotating exciter and commutator for 10 units. Modify existing shafts or provide a new stub shafts as necessary. j. Furnish, install, and test new bearing RTDs for 10 units. There are a 12 RTDs per unit to be replaced, 10 RTDs for the bearings, and 2 RTDs for the oil head. k. Furnish, install, and test new surface air coolers for 10 units. l. Inspect brake rings on nine units. m. Remove old brake ring and install spare brake ring on Unit 11. n. Clean and inspect all bearings for 10 units. o. Replace high pressure oil injection system components for 10 units. p. Perform all work required to comply with the site operations, environmental protection, and safety and health provisions as specified herein. q. Reassemble ten generators. r. Furnish spare parts. s. At the option of the Government, restack one stator core using the Government-furnished laminations and furnish one new spare core. t. At the option of the Government, perform Phase 2 inspections on the thrust bearings. u. At the option of the Government, prepare Government-furnished spare bearings for installation. Package existing set found damaged during the Contractor-performed bearing inspections. v. At the option of the Government refurbish the generator and turbine bearings. The Contractor is encouraged to visit the site prior to proposal submittal to investigate the conditions that may affect the work or its cost. 1.1.2 Location: The McNary Lock and Dam is located on the Columbia River. The dam is located off U.S. Highway 730 near Umatilla, Oregon. The work will be performed at the McNary powerhouse. PART 2 PRODUCTS -- Not used. PART 3 EXECUTION Due to energy and environmental limitations the Contractor shall be required to perform two (2) main unit rewinds concurrently. The Government will make available two (2) units every year, for five years; however, the unit outage period for both units is only 6 months, July 1st to December 28. The Contractor shall provide two (2) crews as necessary to perform the rewinds in accordance with the approved project schedule. The Contractor will be required to mobilize and demobilize for every two (2) rewinds. The draft solicitation is posted on the www.fbo.gov website under solicitation number W912EF-08-R-0025.
