- The Bureau of Reclamation intends to negotiate on a sole source basis with TNT INDUSTRIAL CONTRACTORS, INC., 3600 51ST AVE, SACRAMENTO, CA 95823-1020. Work consist of : 1. All earthwork, other than excavation; 2. Construct a concrete trench to house pipes; 3. Fabricate and install 316L stainless steel piping, reroute branch lines to existing sleeve valve structure; 4. Reinstall existing butterfly valves; 5. Fabricate and install pipe supports and anchors; and 6. Fabricate and install concrete and aluminum trench covers. The work requires: proficient welding large diameter stainless steel pipe to the ASME codes; the largest pipe in this job is 30" (ASME pipe welding); ASME Code Shop (Certified by ASME as to the welding ability--welding expertise and quality control); expertise in industrial construction vs. commercial construction; extensive experience in process plant construction, a subset of industrial construction; ability to work with time pressures (time restraints and scheduling); quality control; proficient performing around the clock on fixed deadline work in process plants; experience performing heavy concrete construction in process plants under the same conditions which demonstrate dealing with process plants unique interferences and accessibility issues not found in other environments. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 6.302-1--Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1) and 6.302-5--Authorized or Required by Statute. (10 U.S.C. 2304(c)(5) or 41 U.S.C. 253(c)(5)). The Government believes that only one responsible HUBZone source can satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. This notice of intent is not a request for competitive proposals. However, interested HUBZone firms parties that are certain they can meet the requirement must submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. All proposals received within 10 days after date of publication of this synopsis will be considered by Reclamation. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's Dun and Bradstreet (DUNS) Number. Firms should identify themselves as HUBZone small business, in accordance with the size standard of $31.0 million under the North American Industry Classification Systems (NAICS) code of 237110.
