Description
This Special Notice is issued to release Preliminary Statement of Objectives (SOO), Sections L, and M. The Computer Hardware, Enterprise Software and Solutions (CHESS) Program, in coordination with the Army Contracting Agency (ACA), Information Technology, E-Commerce and Commercial Contracting Center (ITEC4), is seeking qualified contractors to support the Army's Enterprise Infrastructure and Infostructure goals with information technology services at a reasonable price, consistent with DoD and Department of Army policies on standardization and interoperability. The contract type for the acquisition will be small business set-aside. The Army intends to award eight, performance-based, Indefinite Delivery/Indefinite Quantity (IDIQ), Firm-Fixed Price contracts with fully-burdened composite labor rates. The government's intention is to conduct this acquisition under Federal Acquisition Regulation (FAR) Part 15. The NAICS code for the acquisition is NAICS code 541519 (Other Computer Related Services) with a small business size standard of $25M. The offeror will be required to support up to SECRET security clearances. Some tasks may require TOP SECRET and Sensitive Compartmented Information (SCI) security clearance. This contract will support CONUS efforts only. The period of performance for this acquisition will be a three year base with one, two-year options. The estimated total value of this acquisition is $400 million. The Preliminary SOO, Sections L, and M documents are located on the ITS-SB virtual reading room at https://ascp.monmouth.army.mil/scp/doclib.jsp. The Government is accepting Requests for Clarifications (RFC) until 17 October 2008, 2:00 pm EDT. RFCs should be submitted directly to the Contracting Officer at the ITEC4 Q&A Bulletin Board website http://199.208.20.55/. RFCs that result in specific information necessary to submit proposals will be provided to all offerors via the ITEC4 Q&A Bulletin Board. Therefore, questions/comments shall not be marked with a restrictive legend and shall not include proprietary information. The Government is not obligated to provide responses to all RFCs, but will consider them and incorporate changes into the Final RFP as deemed necessary. An update schedule will be provide shortly.
