Description
The Department of Homeland Security, U.S. Customs and Border Protection (CBP) intends to issue a sole source Indefinite Delivery, Indefinite Quantity (IDIQ) contract for FN 303 Less Lethal Launchers, fin stabilized projectiles, FN 303 sights, magazines, fill station adaptors, air bottles and accessory devices for the FN 303 Launcher system to FNH USA LLC. The award will include a base year and four one-year options. Launcher quantities are approximately 377 for the base and the first option year with an estimated quantity of 100 per year for the remainder of the contract. Estimates for projectiles (mixed types) are 3,750 cases for the base year, 4,087 for the first option year, 4,625 for the second option year 5,000 for the third option year and 5,420 for the final option year of the contract. This contract is to complete the fielding of Less Lethal Launchers in a two year period, standardizing the Intermediate Impact system with the existing 975 launchers currently in service and provide for service attrition replacement quantities in the last three option years. CBP intends to solicit only one source under the authority defined in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is NOT a request for competitive proposals and no formal solicitation package is available. However prospective contractors who believe they can successfully propose must provide specific detailed technical documentation to support such claims of abilities. No award will be made on the basis of any proposal or other information received in response to this notice, as this is a notification of intent to acquire supplies/services and not a request for proposals. The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these goods/services.
