Description
A Market Survey is being conducted to determine if there are adequate Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed project: Construction addition and alteration of existing Army Reserve Center (ARC). Primary facilities include an addition and alteration to an existing ARC training building, construct new Organizational Maintenance Shop (OMS), unheated storage building, and organizational parking. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, heating, ventilating and air conditioning (HVAC) systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features. Contract duration is 540 days and estimated cost range is between $10,000,000 and $25,000,000. NAICS is 236220. Size limitation is $31.0M. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should notify this office in writing by mail on or before October 20, 2008 by 2:00 pm Eastern Time. Responses should include: (1) Identification or verification of the company by the Small Business Administration, as either certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business, or a Small Business (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Past Experience - Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. New Construction and/or renovation of Administrative Office Space, Training Facilities of other U.S. Military services, Public School Facilities as comparison to the Primary Facility; Vehicle Maintenance Shops/Auto shops as comparison to the Organizational Maintenance Shop; Warehouse type Facilities in comparison to the Unheated Storage Facilities representing comparison to the Support Facilities. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project.
