Description
The Technology Application Office (TAO) intends to solicit REQUEST FOR INFORMATION (RFI) ONLY FOR PLANNING PURPOSES. THIS IS A REQUEST FOR INFORMATION ONLY as defined in FAR 15.201(e). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. The Government is in need of information on potential sources to provide a military working dog camera system. Responses to this RFI will support the development of an acquisition strategy for a contract to produce the camera systems. Requirement: The military requires the capability to record and communicate secure audio and video surveillance data from multiple military working dogs to multiple receivers over a wireless network. Current dog camera surveillance systems are cumbersome, require multiple devices to operate and are designed for a single user. Current COTS systems do not provide the capabilities required. Project Description: The identified technologies will be used to develop a system that is reliable, durable, multi-user and optimized for Combat Assault Dog operations. The development process will identify transmitted frequencies that provide increased range in commonly encountered battlefield environments. Up to 5 prototype systems will be developed and evaluated in training and operational environments by the selected vendor. Functional and qualification testing will be completed NLT 4 weeks prior to the delivery of the prototype systems. Based on the results of the evaluation, required changes will be implemented and a production decision will be requested. KEY PERFORMANCE PARAMETERS (KPP), THRESHOLDS (T) AND OBJECTIVES (O): Besides a GPS to enable the handlers to track the dog, the system will include: A. DOG MOUNTED SYSTEM SIZE: 5.5 L X 4.5 W X 1.75 H (T, KPP), 3 L X 2 W X.5 H (O) B. DOG MOUNTED SYSTEM WEIGHT: 1.5 LBS (T, KPP),.5 LBS (O) C. OPERATOR RECEIVER SYSTEM: 4 L X 2.5 W X 1 H (T, KPP), 3 L X 2 W X.75 H (O) D. OPERATOR RECEIVER WEIGHT: 1.0 LB (T),.5 LB (O) E. OPERATING TEMPERATURE: 0 TO 150 DEG F (T), -30 TO 170 DEG F (O) F. TOTAL SYSTEM BATTERY OPERATING TIME: 8 HOURS (T), 12 HOURS (O) G. MULTIPLE USER INTERFACE: 4 PERSON (T), 6 PERSON (O) H. LINE OF SIGHT (LOS) AUDIO/VIDEO TRANSMISSION RANGE: 800 YD (T), 1760 YD (O) I. AUDIO/VIDEO TRANSMISSION RANGE IN REDUCED PROPAGATION ENVIRONMENTS: 75 FT (T), 175 FT (O) J. USER SELECTABLE ENCRYPTION: AES-128 (T), AES-256 (O) K. CAMERA ILLUMINATOR: IR 25 FT (T), SHORT WAVE INFRARED (SWIR) 40 FT (O) L. VISIBLE LIGHT ILLUMINATOR FOR DOG: 1 FT (T), 3 FT (O) M. SECURE DIGITAL RECORDER DURATION: 3 HOURS (T), 12 HOURS (O) N. CAMERA: 320 X 256 pixels SWIR (T, KPP), 640 X 512 pixels SWIR (O) Deliverables: 5 (five) working prototypes Possible procurement PLAN: 84 SYSTEMS An Industry Day will be held on 6 November 2008 at yet to be determined location. Complete details will be provided to interested parties after 28 October 2008. All questions shall be submitted by 28 October 2008 via email to thea.hofgesang@us.army.mil. The subject header for email shall be W904TE-09-T-DOGS. Responses to questions will be distributed and discussed at the Industry Day. Only seriously interested parties shall attend. Only contractors who attend the Industry Day shall be considered for the research and development proposal that may follow. Upon contract award, this effort should not exceed six months for a working prototype to be field tested. Once the working prototype is tested and evaluated, it should not take more than three months for production of the end item. Please provide the following business information for your company/institution and for any teaming or joint venture partners: Company/Institution Name, Address, Point of Contact, Cage Code, Phone Number, Email address, and Webpage URL, business size standard, and business classification. A statement as to whether your company is domestically or foreign owned (if foreign, please indicate the country of ownership). The North American Industry Classification System (NAICS) Code for this effort is 334310. Responses shall be submitted NO LATER THAN 28 October 2008. Please limit responses to no more than 5 pages. Marketing materials are not a sufficient response to this RFI. A point of contact that can speak for the responding company should be identified to support further Government inquiries as well as explanations that might be needed with regard to the information provided.
