- In accordance with Office of Management and Budget Circular A-76, May 29, 2003, this notice provides the formal public announcement of a standard competition performance decision of the Sheppard AFB, A-76 Study performed at Randolph AFB, TX. The incumbent service providers affected by this public-private competition are approximately 38 of Department of Defense government personnel positions, consisting of 38 of Department of Defense civilians. Final Decision: No contest/protests were received. The most cost effective service provider is the government personnel.
