Description
The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office, intends to solicit on a sole source basis with the Philips Brothers Electrical Contractors of Glenmore Pa., for services in support of the efforts of Naval Facilities Mid-lant to keep the NNSY Foundry and Propeller Facility operating and functioning at the proper capacity. Philips Brothers Electrical Contractors will provide the on a rental bases selector switch, duplex. These are a high voltage, duplex selector switch(s), 15,000-volts, 600-amp, fused load interrupter switch, with three each 250-e 15kV fuses installed, skid mounted. An interruption in services & supply of the type provided by Philips Brothers would cause the loss of $1M per day due to impacted schedule changes. The Navy intends to solicit for a Firm Fixed Priced contract. This procurement is a sole source acquisition with Philips Broothers Electrical Contractors of Glenmore Pa, under the authority of FAR 6.302-1. After an extensive review of the industry, Philips Brothers Electrical Contractors was found to be the most appropriate provider of these services in that they are currently providing the necessary supplies/services and any interruption in service will result in a $1m per day loss in revenue. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 238210. Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement with a Technical Capability Statement. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
