Description
***This solicitation shall be restricted to U.S. firms only in accordance with 41 U.S.C. 421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in this solicitation must be U.S. firms or U.S. firms in a joint-venture with a U.S. firm.*** The purpose of this Firm Fixed Priced Contract is for the Construction Services for Israeli Ministry of Defense facilities listed below. The award of one-(1) contract is anticipated. The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. Contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States firms only. If a single offeror does not have in-house construction capabilities, U.S.-only joint ventures will be acceptable. This procurement is subject to the additional requirements of FMS and the Foreign Acquisition regulations set out in FAR part 25 and DFARS Part 225. In addition to the FAR and DFARS limitations, use of Israeli content is limited to bulk materials such as sand, gravel or other soil material, stone cement, or contract masonry units, as well as other excepted items under the FAR and items specifically approved by the Contracting Officer and specified in the solicitation. At least 51% of the contract value, exclusive of bulk or excepted material and Israeli design certification services, must represent U.S. content. Estimated cost range of project is between US$5,000,000.00 and US$10,000,000.00 per FAR Part 36.204(h) for the duration of the contract Firm Fixed Price (FFP) Contract for construction services of the Fuel Station #2 at Nevatim Air Force Base, Israel. The project will consist of a fuel tank, pumping station, transformer and control building, fuel filtering facility, emergency generator, site development, utilities and infrastructure. The Fuel Tank and Pumping Facility consists of an underground double walled fuel storage tank and pumping facility, including: "A 1,000 cu. m vertical cylindrical primary tank (steel liner), tank appurtenances and an interstitial space leak detection system. "A concrete cylindrical secondary tank with a pump house on top including all excavations, concrete works, waterproofing works, misc. and structural metals (doors and blast doors, louvers, gratings, covers, handrails, manholes, ladders, etc.) and all painted finishes, etc. "Fuel pumping, filling and draining systems within the tank and pump house. "HVAC works for the above facility, including exhaust fans, control systems, etc. "Electrical and control systems for the above facility. The Transformer and Control Building is an electrical building of approximately 220 square meters including all substructure and super structure works such as excavations, CIP concrete, block walls, waterproofing, doors, windows, ladder, louvers, etc. For this building, the project includes: "All finish works for the above facility, including flooring, wall finishes, doors, windows, louvers, misc. metals, interior paint, custom and standard furniture including beds, window shades, appliances, lockers, etc. "All electrical, communications and very low voltage building systems (power, lighting, communications, grounding, fire detection system and fire extinguisher systems, LV switchboards, etc.). "A fuel control system (FCS). "A 6.3 KV transformer station including a 12KV ring main unit, High Voltage Switchgear and one oil immersed transformer, "All HVAC works for the above facility, including split AC units, air handlers, exhaust fans, temperature control systems, etc. "All plumbing work for the above facility, including hot and cold water piping, sanitary waste piping, sanitary fixtures, etc. "Blast doors. The Fuel Filtering Facility consists of approximately 150 square meters, including all substructure and super structure works such as excavations, CIP concrete, block walls, waterproofing, doors, windows, ladder, louvers, monorails, etc. For this project, the facility includes: "Fuel filtering, metering and draining systems within the filtering facility. "All finish works for the above facility, including flooring, wall finishes, doors, windows, louvers, misc. metals, interior paint (epoxy), etc. "All electrical, communications and very low voltage building systems (power, lighting, controls, grounding, etc.) "All HVAC works including split AC units, air handlers, exhaust fans, temperature control systems, etc. "Blast doors. The Site Development, Utilities, and Infrastructures includes: "An underground fuel slops collection tank including an underground 25 cu. m. horizontal cylindrical tank, tank appurtenances, an interstitial space leak detection system and fuel slops collecting and pumping systems. "An underground double walled fuel - water separator, tank appurtenances, interstitial space leak detection system and upstream/downstream piping system and manholes. "An underground fuel receiving pipeline, approximately 2000 meters in length and 10inch to 8inch diameter (part of which shall be installed outside of the Contractor's defined construction area and within the existing air force base, including connections within an existing fuel station) and valve chambers. "An underground fuel dispensing pipeline, approximately 300 meters in length and 16inch to 14inch diameter (part of which shall be installed outside of the Contractor's defined construction area, including connection to the an existing fuel dispensing line) and valve chambers. "Underground fuel receiving, fuel dispensing, fuel slops collection piping systems and valve chambers within the Fuel Station perimeter. "Underground water piping, fire hydrants and fire extinguishing stations within the Fuel Station perimeter. "Cathodic protection system for underground fuel piping. "A sewage pump station (covered). "Underground sewage, water lines and manholes, including a 350 meter forced sewage line and a 350 meter water line, parts of which shall be installed outside of the Contractor's defined construction area and within the existing air force base, including connections to existing lines. "All site development works including roads and asphalt, sidewalks, site grading, controlled fills, drainage, fencing and gates, pavers, etc. "All on site and underground electrical, communications and control works / very low voltage infrastructure for the overall facility including, a 6.3 KV supply from an existing power stations which is outside of the Contractor's defined construction area, underground communications infrastructure, LV switchboards, outdoor lighting, underground conduit infrastructure connection to the fuel control system running (part of which shall be installed outside of the Contractor's defined construction area and within the existing air force base). Contractors will be required to provide a bid guarantee or bank letter of assurance and if awarded a contract, to provide a performance bond or bank letter of guarantee per Task Order in accordance with FAR 28 - Bonds and Insurance as prescribed in the solicitation.
