Description
This SOURCES SOUGHT NOTICE is to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that can provide organizational development services, including training and development, training materials, facilitation services, management services, and survey services. The information from this market research will help the Federal Occupational Health Service (FOH) plan their acquisition strategy. Please be sure to indicate if you have a GSA schedule contract, a contract on GSA 8(a) STARS, or a contract on GSA VETS GWAC. THIS IS STRICTLY MARKET RESEARCH. FOH WILL NOT ENTERTAIN QUESTIONS REGARDING THIS MARKET RESEARCH. THIS IS NOT A SOLICITATION. This is not a request for quotes (RFQ), request for proposal (RFP), or an announcement of a solicitation and does not assume the government will award a contract or proceed with any of the above solicitations in the near future. The purpose of this notice is only: (1) to encourage and seek small business participation; and (2) to indentify capable small businesses. BACKGROUND Federal Occupational Health Service (FOH) provides comprehensive occupational health (OH) services to federal agencies throughout the federal government. Under its Employee Assistance Program (EAP), FOH has established organizational development as a service offering for organizations to adapt to a rapidly changing workplace. Changes in technology, organizational structure, and the work force are all affecting the workplace. Most of these changes will necessitate new strategies and practices. FOH’s Organizational Development (OD) services help managers and employees improve group dynamics, organizational communication, and organizational culture. In coordination with FOH, the contractor shall collaborate with FOH customers to develop solutions that address organizational development under the core services that form the foundation of effective organizations. In accordance with specific delivery order, the contractor shall perform analysis, issue reports, develop management tools, provide technical assistance, expert advice, coaching and training to improve the organizational performance of federal organizations. RESPONSE INFORMATION HUB ZONE SMALL BUSINESSES, 8(A) FIRMS, AND SMALL BUSINESS FIRMS ARE STRONGLY ENCOURAGED TO SUBMIT CAPABILITY STATEMENTS. THE CAPABILITLY STATEMENT MUST CLEARLY DEMONSTRATE THE FIRM’S CAPABILITY AND EXPERIENCE IN PROVIDING ORGANIZATIONAL DEVELOPMENT AND MANAGEMENT CONSULTING SERVICES. In order to respond to this notice, contractors must be able to clearly convey its experience and/or ability to perform the following tasks, which are identified as core services: 1. Training and development: The contractor shall provide off-the-shelf and customized training in meet specific agency needs related to management, organizational, and business process improvement efforts. The contractor shall assist agency leaders in planning, facilitating, and scheduling training sessions. The contractor shall have the ability to provide training on a wide variety of organizational issues. 2. Training materials: Training materials shall conform to the specifications of the client agency and may include trainer’s guide, evaluation forms, slides, computer based training, and related educational handouts. 3. Facilitation services: The contractor shall provide facilitation and related support services to agencies that are seeking to establish collaborative work teams, work groups, and integrated products, processes or self-directed teams. The contractor shall have a staff that is highly experienced in a variety of areas, including strategic planning, resource allocation, human capital assessment and development, organizational assessment and redesign, problem solving, and conflict resolution. Facilitators shall encourage a collaborative effort in which all group members exchange information so that people are more likely to help implement solutions rather than attack them. 4. Management consulting: The contractor shall provide expert advice, assistance, guidance, and counseling in support of agencies’ management, organizational, and business improvement efforts. This may include studies, analyses, and special reports documenting proposed developmental, consultative, or implementation efforts. The contractor shall provide a range of specialized programs to support management effectiveness and skill development. Services include planning sessions as well as self-assessment tools for managers and instruction in supervisory methods. The contractor shall evaluate existing management styles and policies and develop methods to improve hierarchical and lateral communications. In addition, the contractor shall assist managers and supervisors in responding to the changes in workforce diversity, technological innovation, and work process redesign. 5. Survey services: The contractor shall conduct organizational assessments and surveys, to assist federal agencies and executives in improving management practices as well as individual and organizational performance. Survey and needs assessment are critical to training, customer service, operations, or human resource development, to identify problems or opportunities and to develop appropriate action. Needs are identified by defining or setting standards for optimal levels of proficiency for a service, task or job, and then measuring current levels of proficiency. Assessments may be accomplished by conducting individual or group interviews, and are often supplemented by the use of a variety of psychometric instruments. The contractor may also design customized instruments based on an organization’s current needs and goals. INTERESTED SOURCES POSSESSING THE CAPABILITIES TO MEET THE ABOVE REQUIREMENTS SHOULD SUBMIT A COVER LETTER ALONG WITH A CAPABILITY STATEMENT NOT TO EXCEED TEN (10) PAGES DEMONSTRATING ABILITY TO PERFORM AND SHOULD INCLUDE AN OUTLINE OF PREVIOUS OR SIMILAR PROJECTS FOR FOH TO PERFORM A PROPER EVALUATION OF THE COMPANY’S CAPABILITY. THE STATEMENT SHOULD ALSO INCLUDE AN INDICATION OF CERTIFIED SMALL BUSINESS STATUS; THIS INDICATION SHOULD BE CLEARLY MARKED ON THE FIRST PAGE OF THE CAPABILIITY STATEMENT. Each response should include the following Business Information: a. Company Name. b. Company Address. c. DUNS No. d. Current GSA Schedules appropriate to this Sources Sought. e. Do you have a Government approved accounting system? If so, please identify the agency that approved the system. f. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All offerors must register on the CCR located at http://www.ccr.gov/index.asp g. Company Point of Contact, Phone and Email address Teaming Arrangements: All teaming arrangements should also include the above-cited information and certifications for each entity on the proposed team. Teaming arrangements are encouraged. Responses must be submitted not later than October 22, 2008 4:00 pm ES. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is ten (10) pages. GENERAL INFORMATION This Sources Sought Notice is for information and planning purposes only and should not be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation. Capability statements will not be returned and will not be accepted after the due date.
