- The Philadelphia VA Medical Center, Philadelphia, PA intends to enter into a sole source contract with Advanced Medical Optics, Inc. (AMO), 1700 E. Saint Andrew Place, P.O. Box 25162, Santa Ana, CA 92799-5162 to obtain a WhiteStar SIGNATURE([TM]) Phacoemulsification System together with related equipment and supplies. Due to unique capabilities of the WhiteStar SIGNATURE([TM]) Phacoemulsification System, it has been identified as the only system capable of fulfilling the Government's needs. Required system features include: Phaco Power and Hand piece together which allows for simultaneous delivery of torsional/tranversal movement of the hand piece needle along with traditional back and forth movement, with any shape or gauge tip. It also uses only approximately 25-33% of the energy of traditional hand pieces with maximum efficiency. One of the preferred patterns presently used for the Ellips hand piece is 9 ms on and 2 ms off. It also provides dual pump responsiveness with on-the-fly switching from a peristaltic to venturi pump all in one cassette. There is also a high-speed anterior vitrectomy with a maximum cut rate of 2,500 cpm which provides precision and predictability when needed most. Tips of 20, 23 and 25 gauge sizes are available. Wireless foot pedal is adjustable and dual linear capable. Foot pedal can be recharged by system during operation or when unplugged. This System also has digital recording and teaching features which provides real-time blending of system data and surgical video with comprehensive playback and editing capability to be used as a teaching tool. This announcement constitutes the only notice issued; a separate written solicitation will NOT be issued. This procurement is being conducted in accordance with FAR 6.302, only one responsible source and no other supplies and services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Vendors offering systems including all features listed above and comparable to the WhiteStar SIGNATURE([TM]) Phacoemulsification System are invited to respond to this notice by supplying descriptive information about their systems to the designated Contract Specialist not later than 4:00 pm (EDST) on October 21, 2008. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
