Description
THIS IS A SOLE-SOURCE SYNOPSIS. The 45th Contracting Squadron has a sole-source follow-on contract requirement to create detailed reactor physics/nuclear engineering models and solutions with design assessment reports; develop a library of models including unit cell calculations and cross-section libraries suitable for expansion into a larger series of models; develop graphical User Interface (GUI); and training and installation on Pentran/Penburn software. This is a sole-source acquisition with University of Florida IAW FAR 6.302-1 and pursuant to 10 U.S.C. 2304(c)(1), only one responsible source and no other suppliers will satisfy government's requirements. The period of performance is 1 Nov 2008 through 31 Oct 2011. A Cost contract is anticipated. No solicitation documents exist at this time. This service utilizes North American Industry Classification System (NAICS) code of 54 1712 with Size Standard of 500 employees. This notice of intent is not a request for competitive proposals; however, the government will consider any responses from capable sources received within 10 days after date of publication of this synopsis. The 45th Contracting Squadron has determined University of Florida is the only source capable of providing this requirement. Phone calls will not be accepted. The clause at Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101, Ombudsman, is applicable to this request.
