- THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. INFORMATION RECEIVED IN RESPONSE TO THIS REQUEST WILL BE CONSIDERED PROCUREMENT SENSITIVE AND WILL NOT BE RELEASED TO ANY OTHER PARTY, FOR ANY PURPOSE OTHER THAN TO DEVELOP MARKET INFORMATION FOR INTERNAL USE BY THE U.S. ARMY CORPS OF ENGINEERS. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The NAICS code for this proposed acquisition is 237990. The Product Service Code is Y299. The control number for this notice is W912P8-09-SS-0001. The Government will use responses to this Sources Sought notice to make appropriate acquisition decisions regarding the possible procurement of preconstruction and construction services using Early Contractor Involvement (ECI) also known as Construction Management at Risk (CM@R) for improving Louisianas Hurricane Storm Damage Risk Reduction System (HSDRRS). The U.S. Army Corps of Engineers, Hurricane Protection Office solicits a Capability Statement from all interested parties. All projects are located in the Southern Louisiana parishes of Orleans and St. Bernard. The Government is considering award of a contract(s) to build floodwalls and levees in the following locations: St. Bernard Parish Reaches LPV 145, 146 and 148.02 as shown on the attached maps. The current recommended alternative is T-wall construction on the existing levee section. The estimated magnitude of construction for each project is between $250M and $500M. Multiple awards of up to three (3) contracts are contemplated. Orleans Parish Reach 111 as shown on the attached map. The current recommended alternative is a levee section utilizing deep soil mixing. The estimated magnitude of construction for this project is $250M and $500M. The Government is contemplating the use of a fixed-price incentive (successive targets) ECI contract(s) to construct these reaches and is seeking capability of industry to provide those services. All interested parties are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochures providing responses addressing the following: 1) Firm name, address, e-mail, telephone and fax number. 2) If submitting as a small business, provide identification of the company as a Small Business with proper certification; 8(a), Hub Zone, Service Disabled Veteran or Woman-Owned. 3) Address your capability to secure bonding for the projects described above in the range of $250M-$1B. 4) Experience with CM@R or ECI contracts: Describe your understanding of these types of contracts and provide any past experience providing pre-construction and construction services for large, complex projects such as dams, civil works, infrastructure, levee and floodwall projects. Preconstruction services would include, but are not limited to, review and evaluation of the design documents for constructability, value engineering suggestions; cost estimates; risk management reviews and workshops; identification of any problems or errors in the design and design documentation; consultation during construction document production and assistance in defining construction document packages and construction phasing; construction document development, schedule development; preliminary project schedule development; and development of subcontractor and supplier interest. 5) Past Experience: Describe your experience constructing projects of similar type, size and complexity to that which is the subject of this sources sought. The emphasis should be on the capability and performance of construction and should include experience in project delivery under aggressive schedules by traditional and non-traditional methods, such as, deep soil mixing, pre-casting and fast tracking. Provide examples of projects which were successfully executed while containing costs and maintaining schedules. 6) Local Market Knowledge: Describe your experience with construction projects in the New Orleans area or within a 500 mile radius. Describe your knowledge of and experience with local material markets, subcontractors and the general labor market. 7) Earned Value Management System (EVMS): Describe previous contracts or work where EVMS was utilized. Refer to DFAR Subpart 234.2 for information on accounting system procedures and guidelines for compliance with ANSI/EIA-748. 8) List of existing teaming agreements in place with other businesses. If a joint venture would be proposed, provide an example of the management approach, bonding responsibilities, key personnel by position and overall control of the joint venture. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings but participation will assist the Corps in making appropriate procurement decisions. The Industry Forum will be informational in nature, with a briefing by Corps personnel followed by an opportunity to ask questions and with a goal to assist industry in understanding the requirement of procuring services using the ECI method.
