THIS IS A REQUEST FOR INFORMATION NOTICE ONLY for planning purposes to identify interested vendors for the requirement detailed below. The Department of Interior (DOI), US Geological Survey (USGS), Earth Resources Observation and Science (EROS) Center, Sioux Falls, SD seeks information and comments on the attached draft specification document for "Satellite Data Demodulators for the Landsat Data Continuity Mission (LDCM)." USGS is seeking comment on the specifications to understand the capabilities of industry, and to identify items within the specifications that may drive cost, schedule or technical risk. USGS will not accept unsolicited proposals related to the subject of this announcement. PURPOSE AND SCOPE: USGS EROS Center is seeking information, questions and comments on a draft specification for high rate satellite data demodulators for the Landsat Data Continuity Mission (LDCM) ground stations. The demodulators will provide reception, demodulating, and synchronizing of the high rate science data for the LDCM remote sensing mission. Current detailed technical information on the LDCM observatory can be found at http://ldcm.nasa.gov/library.html. INFORMATION SOUGHT: Interested parties are requested to submit answers to the following questions:1) Are these specifications generally within the existing capabilities of your currently available (i.e. "commercial off the shelf (COTS)") equipment? Please identify items that are not COTS.2) Are these specifications generally within the capabilities of a modified version of your currently available equipment? Please identify items that are not.3) Are there any specifications and/or capabilities that significantly drive cost, schedule or technical risk to implement in a modified version of your currently available equipment? Please list the items and a narrative as to why they drive cost, schedule and technical risk; including any alternative approaches that may mitigate these risks.4) Are there any suggestions for modifications to these specifications? Please list any suggestions, along with the rationale for the propose change.5) What is the schedule and rough order of magnitude (ROM) costs for delivering a unit meeting these specifications?6) Are there any products that your company has in development that could meet these specifications? Please provide an anticipated availability date and design heritage.7) Does your company have any relevant past performance references for requirements similar to this one in the past three years? If so, please provide: project title, location, whether the work was as a prime contractor or a subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received.8) What is the size/small business status of your company? The answers to the questions, and any additional comments or questions on the specifications, shall not exceed 25 pages (on 8.5 X 11 size paper, single sided print in MS Word, with a font of 10 points or higher). Any pages in excess of 25 will not be evaluated. RESPONSES DUE DATE: Responses are due no later than 2:00 p.m. Eastern Time, on October 21, 2008. Please include with your responses your full name, reference number 08HQ39-NoSolicitation and title "Satellite Data Demodulators for the Landsat Data Continuity Mission (LDCM)"; your organization's name, complete address, phone number, email address, and DUNS number. Responses be submitted to Jennifer Kelley, Contracting Officer, at USGS Office of Acquisition and Grants, 12201 Sunrise Valley Drive, MS 205, Reston, VA 20192. Please be advised that it is the vendor's responsibility to assure the Government receives their submission on or before the specified due date at the specified address. In accordance with Federal Acquisition Regulation (FAR)15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Respondents needing confidential treatment for any proprietary information they furnish must comply with the USGS's confidential treatment regulations, 17 C.F.R. 200.83 (Confidential treatment procedures under the Freedom of Information Act). Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
