Description
This is a combined synopsis/solicitation for Ballistic Glass prepared in accordance with the format in Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is SAQMMA08R0304 and is issued as a request for proposal (RFP). The solicitation documents and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation and the DOSAR. This notice is set-aside for small businesses. Funds are not presently available for this contract in accordance with FAR Clause 52.232-18. Request a proposal in accordance with the Statement of Work, items (s) and quantity(s) described in the solicitation. Items are to be delivered FOB destination, (address will be specified at time of delivery order award) inspection and acceptance will be conducted by an authorized government official. The following clauses and provisions are incorporated either by reference or full text and are to remain in full force in all future delivery orders: FAR Clause 52.204-7, Central Contractor Registration, FAR 52.212-1, Instructions to Offerors—Commercial. FAR 52.212-2, Evaluation- Commercial Items. The significant evaluation factors will be based on technical acceptability, past performance and price (see section M) of the solicitation. Offerors must review the attached solicitation and ensure their proposals and submissions comply with all requirements. It is not sufficient to merely state your proposal complies with the solicitation requirements. You must clearly identify how your proposal meets ALL of the solicitation requirements. All questions concerning this procurement, either technical or contractual must be submitted in writing to the Contracting Officer. No direct discussion between the technical representative and a prospective offeror will be conducted unless it is deemed necessary by the Contracting Officer. Proposals shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its proposal or confirm completed annual representations and certificates are available electronically at http://orca.bpn.gov. Failure to do so may result in your proposal being considered non-responsive. FAR 52.212-4, Contract Terms and Conditions--Commercial Items, Registration with the Central Contractor Registry (CCR) is mandatory. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders--Commercial Items, applies to this acquisition -FAR 52.222-3, Convict Labor -FAR 52.222-19, Child Labor- Cooperation with Authorities and Remedies -FAR 52.222-21, Prohibition of Segregated Facilities -FAR 52.222-26, Equal Opportunity -FAR 52.222-35, Equal Opportunity For Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans -FAR 52.222-36, Affirmative Action for Workers with Disabilities -FAR 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans -FAR 52.225-13, Restrictions on Certain Foreign Purchases -FAR 52.232-18, Availability of Funds FAR 52.232-33, Payment by Electronic Funds Transfer – CCR -FAR 52.233-3, Protests After Award -FAR 52.233-4, Applicable Law for Breach of Contract Claim FAR 52.247-34, FOB Destination FAR 52.252-2. All FAR clauses and provisions can be reviewed and/or obtained via the Internet at. http://www.arnet.gov/far/. The Government will award multiple fixed-price IDIQ contracts resulting from this solicitation to the responsible offerors whose proposal conforms to the solicitation and proves to be the most advantageous to the Government based on best value. Questions will be accepted until October 15, 2008. Questions and answers will be posted on October 21, 2008. Proposals must be received no later than 11:00am. Eastern Standard Time (EST) on October 30, 2008 and must reference the proposal number on the outside of your package for identification purposes.
