- The United States Coast Guard (USCG), Maintenance and Logistics Command Atlantic (MLCA) intends to issue a solicitation for a firm fixed price requirements contract for DRYDOCK REPAIRS OF THE USCGC CLAMP (WLIC 75306). The solicitation will be issued in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The Request for Quotations (RFQ) will be issued on or about October 17, 2008 via the Federal Business Opportunities (FedBizOpps) web site at http://www.eps.gov. The RFQ number will be HSCG80-09-Q-3FA086; hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor the FedBizOpps site for RFQ release and all subsequent amendments. This RFQ will be issued as a 100% set-aside for small businesses. The NACIS code is 336611. The small business size standard is less than 1,000 employees. The acquisition is for drydock repairs to the USCGC CLAMP. The Homeport For USCGC CLAMP Is Galveston, Texas. The Cutter Is Geographically Restricted To An Area No Greater Than 400 Nautical Miles From The Cutter's Homeport And No Open Water Transits. All work shall be accomplished at the contractors facility. The performance period is for 120 days, commencing on or about January 19, 2009 thru May 18, 2009. The work may consist of the following items: Clean and Inspect Fuel Stowage and Overflow Tanks, Clean and Disinfect Potable Water Tank, Clean and Inspect Sewage Collection and Holding Tank, Perform Ultrasonic Thickness Measurements Underwater Hull Plating Tender, Perform Ultrasonic Thickness Measurements Underwater Hull Plating Barge, Preserve Spud Well Surfaces, Shrink Wrap Crane, Preserve Sewage Collection and Holding Tank 100%, Preserve Sewage Collection and Holding Tank Partial, Renew Depth Indicating Transducers, Preserve Underwater Body (Barge) 100%", Preserve Underwater Body (Barge) - "Partial", Preserve Underwater Body - "100%", Preserve Underwater Body - "Partial", Preserve Buoy Deck, Preserve Freeboard 100%, Preserve Barge Voids 100%, Renew Cathodic Protection System Tender, Renew Cathodic Protection System Barge, Clean, Inspect, and Test Duplex Strainers Tender, Renew Tender Sea Chests, Routine Drydocking, Provide Temporary Logistics, Overhaul Facing Winches, Inspect Various Deck Fittings, Renew Structural Closures, Renew Grey Water Piping and Valve, Renew Steel Longitudinals in Engine Room, Renew Fresh Water Piping, Steering Gear And Rudder Replacement, Propulsion System Upgrade, SSDG & Switchboard Replacement, Preserve and Disinfect Potable Water Tank 100%. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are available on CD-ROM. The CD- ROM sets are available for all cutters and will be free of charge to contractors upon request. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). All responsible sources may submit an offer, which shall be considered by the United States Coast Guard.
