- This synopsis is being posted to both the Federal Business Opportunities (FBO) page and the Navy Electronic Commerce On-Line (NECO) site. FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. The Specialty Center Acquisitions NAVFAC (SCAN) office inPort Hueneme, CA intends to award a minimum of three and maximum of five multiple award, indefinite delivery, indefinite quantity (IDIQ) contracts, with firm fixed priced task orders using a best value competitive source selection process. Successful contract awardees will be given a fair opportunity to compete on all task orders. The actual work to be performed will be described in individual task orders to be issued by the Contracting Officer. The work to be acquired under this solicitation is for engineering, inspection and construction services for Petroleum, Oil and Lubricant (POL) fuel systems and its various components at various locations worldwide. Award of the basic contracts will be made using Best Value source selection procedures consisting of both technical and price factors which will be approximately of equal value. The technical factor will include an oral presentation at Port Hueneme, CA. This is being solicited as unrestricted. The North American Industry Code Standard is 237120 and the applicable size standard is $31 million. The basic contract period will be for one year with four (4) one year option periods for a total maximum duration of five years. The total maximum aggregate value of all task orders issued during the entire contract term of five years among all of the MAC IDIQ contract holders will not exceed $350,000.000. The Government makes no representation as to the number of task orders or actual amount of work to be ordered under the performance period of the contract. The Government intends to evaluate proposals and award contracts without discussions. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the website at www.neco.navy.mil on or about24 October 2008. No hard copies will be provided. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AND ALL AMENDMENTS TO THIS SOLICITATION. Prospective offerors MUST register on the NECO website. Plan holders list will not be faxed and will be available only at the Internet website address listed above. Request for Proposal number is N62583-08-R-0091.
