Description
SOURCES SOUGHT NOTICE FOR THE FOLLOWING: Contractor Logistics Support (CLS) for the All Purpose Remote Transport System (ARTS) CONTRACT TYPE: ID/IQ WITH UP TO 5 ORDER YEARS REQUIREMENT: SUPPLY NOUN: All Purpose Remote Transport System (MD-70) NSN: 1385-01-478-3714 NOMENCLATURE: A/S-37U-3 THE PURPOSE OF THIS SOURCES SOUGHT NOTICE IS TO: Seek technically capable sources to perform Contractor Logistics Support (CLS) for the All Purpose Remote Transport System (ARTS). This CLS effort will include support for both the robotics and vehicle portions of the system. There will be 58 systems stationed worldwide that will be involved in this CLS effort. Locations of ARTS systems include CONUS, Ramstein AB, South Korea, and several bases within the Middle East. The ARTS platform is a remote vehicle with integrated robotics and developmental software. The Air Force currently does not have access to the technical drawings and data package, and does not plan to purchase them. The contractor will use his technical data, equipment, facilities, and personnel to evaluate, repair, and test to ensure items are serviceable. The contractor will provide technical assistance to resolve ARTS technical issues, conduct fault isolation, and recommend repair actions to USAF operators worldwide. This technical support will include: troubleshooting assistance to field users through a call in number staffed 24/7 with on call service on holidays; research into suitable substitute spare parts; vendor part numbers identification; and expeditious spare parts handling. The contractor will be the source of supply for all system specific organizational level spares and repair parts. The contractor will identify system component parts that are required to be on-hand initial spares (IS) as part of a government inventory maintained at the contractor's facility. The contractor will identify replenishment spares for support during contractor logistics support. The contractor will also identify specific quantities of spares required, based on available commercial reliability data, past experience with the system in the field and shelf life. The contractor will be responsible for storage, accountability and shipping of these spares to the field. The contractor will submit an engineering change proposal to the government for any changes in form, fit and function that affect the ARTS Performance Specification for hardware and software. Any changes that impact parts, maintenance, training, or the technical order will be included. Pre-planned product improvements and modification requirements can originate with either the contractor or the government. If directed to do so following verification of adequate funding, the Contractor shall procure and integrate proposed items for system/program enhancement and distribute to the various sites based on defined priorities as directed by the Air Force Program Office. Vehicle maintenance on the MD-70 platform will be completed annually by the contractor IAW directions in the ASV Posi-Track Model MD70 Operations and Service Manual at all ARTS locations. All prospective offerors will meet all applicable safety / security / industry / quality / standards, with successful past performance history in providing same / similar items to the government.
