Description: The US Army CECOM Contracting Center intends to acquire services for the repair and modification of 60 Hertz (Hz) A8 Frequency Converters (FCs), NSN 5895-01-477-0855 (critical component of the 60 Hz 3 Kilowatt (kW) MEP-831 Tactical Quiet Generator (TQG)), and 400 Hz A8 FCs, NSN 5895-01-477-0858 (critical component of the 400 Hz 3 kW MEP-832 TQG). This requirement will result in a non-competitive award to Technology Research Corporation (TRC), 5250 140th Avenue North, Clearwater, Florida 33760-3728 under the authority of 10 USC 2304(c)(1) and FAR 6.302-1. TRC is the Original Equipment Manufacturer (OEM) of the A8 FCs, which were developed specifically for use with these generator sets. As the OEM, TRC maintains configuration control of the internal components of the A8 FCs. The Government does not possess the technical data (drawings or specifications) required for repairing and modifying the A8 FCs. The Government only possesses Source Control Drawings (SCDs) and these identify TRC as the only source for these items. Only TRC's A8 FCs have been extensively tested within the aforementioned TQGs. The technical data required for repair and modification of the A8 FCs is proprietary to TRC. The resulting contract will be a five-year, Firm Fixed Price, Indefinite Quantity, Indefinite Delivery (IDIQ) contract. The estimated maximum dollar value over the life of this contract is $1,950,000.00. This synopsis is provided for informational purposes and is not to be considered a request for proposal; however, all responsible sources may submit a proposal, which shall be considered by the agency. Solicitation Number W15P7T-09-R-A003 is assigned for reference purposes.
