Description
THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the requirement detailed below. A formal Solicitation, with a Technical Requirements Document is not available for review at this time. Information obtained from this sources sought notice may result in a future formal Request for Proposal. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis. The Advanced Command Destruct System (ACDS) is a completely redundant Command/Destruct system that provides the capability to command unpiloted test vehicles in the areas surrounding Eglin AFB and Cape San Blas, Florida. It provides the Range Safety Office the ability to terminate the test vehicle should the need arise. The ACDS components will include range safety and test vehicle controls, encryption, communications infrastructure interface, UHF transmitters, antennas and monitoring equipment. As a statement of capabilities, prospective offerors should provide information demonstrating their knowledge, experience, and capabilities with regard to Flight Termination Systems (FTS). Customers The prospective bidder should provide a list of FTS customers, particularly U.S. test ranges, from the last 10 years. FTS Hardware Manufacturing The prospective bidder should provide a sample list of FTS hardware they manufacturer. The list should provide an example of the breadth of their product line. FTS Systems The prospective bidder should provide a list of system integration projects. General information should include Range Safety interfaces, number of transmitters integrated into one system, and antenna (omni and directional) and pedestal integration. Enhanced Flight Termination Systems (EFTS) The prospective bidder should provide their information regarding knowledge of the EFTS, involvement with the EFTS program, or how they intend to incorporate EFTS expertise into their system design. Mobile Systems The prospective bidder should address their experience with mobile FTS systems including how much they do within their company and how much is outsourced. If outsourced, they should provide what work is outsourced and who they have outsourced it to. The North American Industry Classification Systems (NAICS) Code for this effort is 334220; size standard $25.0 million. Period of performance will be 3 years after award of contract and may or may not include options. The capabilities package should include information detailing similar efforts currently conducted by firm. It addition to a capabilities package, firms responding to this announcement should include company name, cage code, point of contact, address, and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. This is a Sources Sought Synopsis for market research purposes only and is not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Participation is strictly voluntary with no cost or obligation to be incurred by the Government. Responses submitted should be no more than 4 pages in length, and must be received within 15 days from the date of publication.
