Description
This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal to provide construction services for the Manas Air Base in Kyrgyzstan. Project Scope: The project is for the construction of a concrete parking ramp to support strategic and refueler airlift operations and a hot cargo Pad. The Manas Strategic Ramp will include: (1) Concrete to be designed to support medium load aircraft; (2) All edge lighting, area lighting and pavement markings to be installed as necessary to provide a complete and useable airfield ramp; (3) A system for collecting and storing deicing fluid to be designed and included. The performance period will be 270 days from Notice to Proceed (NTP). The Manas Hot Cargo Pad will include: (1) Construction of a concrete hazardous cargo pad. (2) Pad must be capable of supporting the full weight and turning radius of C-5 aircraft. (3) Pad must be sited away from all inhabited facilities to meet safety requirements. The performance period will be 120 days from NTP. The magnitude of this construction project is between $25,000,000 and $100,000,000. All work is to be performed within the secure perimeter of the Manas Air Base in Kyrgyzstan. Funds are not currently available for this acquisition. No contract award will be made until appropriated funds are made available. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers or vendors. The solicitation will not be available over the internet. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. The Government may include options in the solicitation. The acquisition will result in a single firm fixed price construction contract awarded based on a best value determination. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) October 24, 2008. Date for a Pre-Proposal Conference and Site Visit will be stated in the RFP. Site Visit Information: An organized site visit will be conducted. Information on the date and time of the site visit will be conveyed in the RFP. Site visit attendance will be limited to one person per firm. Attendance is not mandatory. The site visit date is subject to change at any time due to air base operations. Access requirements to the Manas Air Base will be stated in the RFP. U.S. Contractors should contact the Embassy of Kyrgyzstan in Washington, DC to obtain an entry visa. Firms interested in receiving this solicitation should send a written request to either the address listed below or e-mail or fax a copy to Ms. Maria L. The request must state the name of the company, mailing and shipping addresses of the firm, telephone and fax numbers, point of contact, and reference the solicitation number (RFP number). Copies will not be released to plan rooms.
