- TACOM LCMC Rock Island is issuing this Announcement to obtain Industry comments on the following DRAFT Scope of Work for Technical Assistance for Public Participation services for Badger Army Ammunition Plant. Comments are due no later than close of business October 16, 2008. Comments shall be submitted to Angela Hook, Contract Specialist, at angela.hook@us.army.mil or by Fax at 309-782-1059. DRAFT Scope of Work for Technical Assistance for Public Participation (TAPP) At Badger Army Ammunition Plant The Technical Assistance for Public Participation (TAPP) program provides community members of Restoration Advisory Boards (RABs) and Technical Review Committees (TRCs) access to independent technical support in interpreting scientific and engineering issues with regard to the nature of environmental hazards and restoration activities. The technical assistance required under this particular effort is as follows: 1. Review, interpret and explain a forthcoming alternative feasibility study (FS) to the general public. a. Contents: This FS will review existing site conditions, past actions, and recommend a cleanup strategy for soils at the Settling Ponds and Spoils Disposal Area at BAAAP. Soils in the dry pond bottoms and associated upland dredged spoils piles contain some inorganic and organic compounds from past propellant production that ended in 1975. Lead and dinitrotoluene are two of the primary compounds of concern. Groundwater, human health, and ecological considerations will be used to evaluate the proposed remedial actions for cleanup. b. Resources: The FS will be provided to the contractor on CD by the COR or BAAAP Facility Manager. Related investigations, studies, and completed projects associated with this site and with other remedial investigations/cleanups at BAAAP are available for review in the public information repositories at the Sauk City and Prairie du Sac libraries and at the Badger Army Ammunition Plant. Some of these studies may be referenced in the feasibility study. These may be on CD or in paper format. These will not be provided by the Government, but may be reviewed and copied at the repositories. c. Timeframes: The FS document will be prepared in two parts. The plan for Settling Pond 4 interim action was released in August 2008 and is available for review immediately. The other portions of the Settling Ponds area along with the results of the Settling Pond 4 interim actions will be addressed in a report containing final remedy selection, expected by January 2009. 2. Expected work products a. The contractor shall make four visits to BAAAP for meetings.and/or presentations. The contractor may make additional visits to gather information.as they deem necessary. b. The contractor shall make Power Point or other presentations for public education at FS-associated public meetings (RAB or site-specific). These presentations shall be provided to the BAAAP installation staff at least 24 hours before the meeting to allow for fact checking and verification of equipment compatibility. The installation can provide the computer and projection equipment for the meeting. c. Performance of this contract shall be monitored by the Contracting Officers Representative (COR) located at the BAAAP. The COR is Mike Sitton, 608-644-0082. The BAAAP Installation Director is Ms. Joan Kenney, 608-644-0073. d. The contractor shall submit progress reports, financial status reports and provide copies of materials prepared for the RAB/TRC on a monthly basis to the COR. The reports are due no later than 5 days after the end of the month. e. The Contractor shall provide a final report to the COR and the Contracting Officer documenting the TAPP project activities over the entire period of support and shall describe the achievements with respect to the stated TAPP project purposes and objectives. 3. All work shall be completed on or before July 31, 2009. 4. Manpower Reporting - The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of the contract. The contractor is required to completely fill in all the information in the format using the following web address https://cmra.army.mil/. The required information includes: (1) Contracting Office, Contracting Officers Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by the reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including subcontractors); (6) Estimated direct labor dollars paid this reporting period (including subcontractors); (7) Total Payments (including subcontractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each subcontractor, if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and subcontractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site. 5. Eligible services under this TAPP grant include: a. Interpreting technical documents - review and interpret plans and technical documents such as site studies, engineering and decision documents, risk assessments, and health assessments. b. Assessing technologies - explain the function and implications, benefits, and weaknesses of those technologies selected to investigate or clean up sites at the installation in an objective manner (e.g.,understand how vapor extraction works and under what conditions the technology is appropriate). c. Understanding health implications - interpret the health implications of site contaminants and exposure scenarios or explain potential health implications for cleanup levels and remedial technologies. 6. Ineligible services under this contract include: a. Activities associated with non-restoration issues, such as compliance (including compliance-related cleanup), are not eligible for TAPP because compliance activities are not in the purview of the RAB/TRC. b. Litigation or underwriting legal actions, such as paying attorney fees. c. Political activity and lobbying as defined by Office of Management and Budget (OMB) Circular A-122, 'Cost principles for Non-Profit Organizations.' d. Other activities inconsistent with the cost principles stated in OMB Circular A-122. e. Generation of new primary data, such as well drilling and split sampling. The Army has the responsibility to coordinate with the regulatory agencies to develop investigation strategies that ensure adequate characterization of potential hazards. If a RAB identifies a circumstance where additional data collection may be necessary, it should communicate those concerns to the installation or to the appropriate regulatory agency. f. Disputing remedy selection or any other aspects of the restoration program, or reopening final Army decisions. g. Epidemiological or health studies, such as blood or urine testing. h. Community outreach, including reproducing reports, conducting site tours, and obtaining meeting rooms.
