- This is a combined synopsis/solicitation issued pursuant to Federal Acquisitions Regulations Subpart Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition circular (FAC 2005-18). This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code for this acquisition is 325120 and the small-business size is 1,000. The National Institutes of Health (NIH), National Institute on Aging (NIA) intends to negotiate and award a purchase order on a non-competitive basis with Roberts Oxygen, for yearly cylinder usage fee for the period of October 1, 2008 September 30, 2009; & various gas charges: therapy oxygen, 282 cu. Ft; oxygen, 282 cu. Ft; co2-n2 mix; helium, high purity 291 cu ft.; helium, uhp carrier 5.0 size 300; nitrogen, uhp carrier 5.0 size 300; co2-o2 gas mix 5/95 analyzed size 200; argon-co2 mix, 75/25 size 80; carbon dioxide 20 lb; carbon dioxide, 50 lb extra dry; nitrogen 255 cu ft; argon 336 cu ft; nitrous oxide usp; hydrogen 216 cu ft. Only one responsible source all replacement parts must be compatible with existing equipment and no other vendors will satisfy agency requirements, 41 USC 253 (1) FAR 6.302-1 (b) (1). Services shall be performed at the National Institute on Aging, 251 Bayview Boulevard, Baltimore, MD 21224. Interested parties may identify their interest and capabilities in response to this requirement. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to offerors Commercial Items; FAR 52.212-2 Evaluation Commercial Item; FAR 52.212.3 offerors Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.204-7 Central Contractor Registration (CCR). In order to be considered for an award, offeror must have completed the online electronic Representatives and Certifications located at (http://orca.bpn.gov/) in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at (www.ccr.gov/) prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
