Description
Business Models for Autism Services RFI Agency: Department of Defense (DoD) Office: TRICARE Management Activity (TMA) This RFI is issued solely for information and planning purposes, and does not constitute a Request for Proposal (RFP) or promise to issue an RFP. This RFI does not commit the Government to contract for any service. Responders are advised that the U.S. Government will not pay any cost incurred in responding to this RFI. All costs associated with responding to this RFI will be solely the respondent party's expense. Not responding to this RFI does not preclude participation in any future RFP if one is issued. The information provided in this RFI is subject to change without notice and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned. Information provided by respondents may be subject to the Freedom of Information Act, unless the information is marked Proprietary, Do Not Release Responses to this RFI should discuss, in narrative form, the aspects of potential business models that address the needs described below. PURPOSE Department of Defense (DoD) has developed this RFI to gain industry insight to accomplish the following: "Evaluate the feasibility and appropriateness of instituting demonstrations of viable Autism Spectrum Disorder (ASD) intervention business models within or in geographic proximity of military installations "Make needed educational services accessible to military dependent children with ASD. The term business model refers to the financial and contractual relationship between the DoD and the service providers in the implementation of managed care services. The desired outcome of this RFI is to identify potential solutions that may enable the DoD to realize the goal of this initiative. DESCRIPTION The Military Health System (MHS) is a $33 billion dollar enterprise, consisting of 76 military hospitals, over 500 military health clinics, and an extensive network of private sector health care partners, providing medical care for over 9 million beneficiaries. An estimated 9,00011,000 children carry one of the autism spectrum disorder (ASD) diagnoses among the more than 1.2 million children of Active Duty Military personnel. Under Section 587 of the 2008 National Defense Authorization Act, DoD is authorized to conduct demonstrations designed to improve the quality, effectiveness, and efficiency of educational services delivered under TRICARE to military-dependent children with ASD. One goal of Section 587 is to improve availability of and access to evidence-based treatment for ASD. Achieving this goal requires encouraging the greater concentration and availability of quality providers in the geographic areas in which military dependent children with ASD are located and enhancing the ability of service members to procure those provided services. Currently, TRICARE enters into cost sharing agreements to provide certain autism services to children with ASD. A scarcity of certified professionals in this specialty makes accessing these services difficult. TMA is interested in learning about potential business models of care delivery that might be applicable in serving the needs of military dependent children with ASD. QUESTION Please describe either existing or potential business model(s) that would make effective, professionally managed, cost-efficient, applied behavior analysis-based educational services readily available to military dependent children in the Continental US. The services indicated here must be evidence-based and have been studied sufficiently in the peer-reviewed literature to have been proven effective in improving the core deficits of ASD permitting greater engagement in and success in educational settings for affected children. The services provided as a result of implementing the model should be available either within military installations or in close proximity of installations. Respondents should comment on how the described model(s) would serve populations of military dependent children with ASD that vary greatly in number from installation to installation (e.g., several hundred children in Portsmouth, VA to tens of children at many of the other installations throughout the US) and who are located in geographic areas with markedly differing availability of supporting medical, educational and supplemental services. Please ensure the following are included in your response: "Description of the number and types of providers required by the model "If the model described uses paraprofessionals to provide one-on-one or group services to children, how would it provide oversight of the paraprofessionals to ensure they meet professional standards, as stated in the DoD Enhancing Access to Autism Services demonstration project (see TRICARE Operations Manual, Chapter 20, Section 10.5.3, available at http://manuals.tricare.osd.mil), in delivering those services. "How the model uses State, local and community educational and other DoD resources to provide cost-efficient services "How the model would ensure access to services for military dependents "The advantages and disadvantages of the model as opposed to standard models of service delivery available in the community "The cost elements inherent to the model and how those elements are more or less costly than similar elements as they are utilized in standard models of service delivery available in the community "Identify realized and/or potential risks (health, educational, financial) risks associated with the proposed business model(s) and describe how those risks have been or would be managed and/or mitigated SUBMISSION DIRECTIONS 1.Written responses should be directed to Barry Sayer, Contracting Officer by e-mail at barry.sayer@us.army.mil no later 12:00pm (noon) EST on October 24, 2008. 2.Develop an RFI response that does not exceed four single sided pages per business model described. It is requested that the response focus on the identified strategic questions and that corporate information be limited to not more than one page. 3.The Government does not desire to receive individual corporate marketing materials or slick sheets and will not review them. 4.Please direct any questions or comments to the Contracting Officer at the e-mail address above. All questions must be in writing via e-mail and submitted no later than October 17, 2008. Please provide the name, address, and telephone number of your company and the individual requestor's name in the e-mail. No telephonic questions will be accepted. 5.All information submitted in response to this RFI is subject to public release, proprietary or trade secret information should not be submitted. The Contracting Officer does not have any additional information for this RFI. 6.All information shall be submitted using MS Word or searchable PDF or using MS Excel 2000 or higher. Note: The firewall utilized for Fort Detrick, MD does not authorize or accept.zip files. 7.The Contracting Officer will not track the status of this RFI after closing. There is no tracking mechanism to link this RFI to any future RFP. Respondents and other interested parties are encouraged to watch the FedBizOpps and GSA Advantage Web Sites for possible RFPs relating to this RFI that may be issued.
