Description
The Western Region Acquisition Division (WRAD) proposes to acquire non-personal, professional contract services for the following NOAA, NMFS offices: Alaska Fisheries Science Center, Northwest Region, Southwest Region, Southwest Fisheries Science Center and Pacific Islands Fisheries Science Center. IAW FAR 37.1, the requirements of this is for "non-personal services". The Contractor shall provide technical and analytical support in the disciplines of the physical and biological sciences, (e.g., mathematics, statistics, engineering, computer sciences, physiology, molecular biology, genetics, systematics, oceanography fishery biology, ecology), as well as support in the services areas of research, scientific illustration, safety and environmental, technical and non¬-technical writing, scientific editing, and social science. This work requires support at the Ph.D., Master's and Bachelor degree levels. Key personnel include, but are not limited to, Project Managers, Scientists, Biological Technicians, Natural Resource Specialists, GIS Technicians/Specialists, Scientific Technical Writers, Wildlife Veterinarians, Scientific Divers, Field Research Leaders/Technicians/Assistants, Economists, Statisticians, Technical Scientific Illustrators and Information System Specialists (in the Scientific Field). The Contractor shall be responsible for providing overall management of administrative issues pertaining to all Contractor personnel issues; technical and contractual support including state and local requirements; and, insurance and liability coverage for its employees. The Government intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) providing for fixed price and labor hour task orders. The IDIQ contract will be for one base year with four one-year option periods. This solicitation will be 100% Small Business Set Aside(SBSA), under NAICS Code 541990, with the small business size standard of $6.5 Million. It is anticipated that multiple Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts will be awarded for each support area. The performance may be in Alaska, California, Hawaii, Oregon and Washington. Contractors should have capabilities and facilities to provide all labor, materials, supplies, and equipment to perform the work. Documents for the Request for Proposals (RFP) will be available on or about November 22, 2008, to download through the Governments website at http://www.fedbizopps.gov/. No paper copies will be issued. Interested parties should use the FedBizOpps [REGISTER TO RECEIVE NOTIFICATION] and [REGISTER AS AN INTERESTED VENDOR] features which provide notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter.
