- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey for a 5.56mm subsonic round. Potential 5.56mm subsonic rounds should be compatible with the following characteristics: 1) Weapon System - The candidate round must be functional in suppressed versions of the M4 Carbine and the Heckler & Koch (H&K) 416. 2) Performance - The round must have the ability to repeatedly cycle in the two identified weapons and the projectile must maintain subsonic flight after function. All interested sources are encouraged to submit company and product literature, references and any other pertinent information for the Government's evaluation. The product information should include system size, weight and construction materials as well as any documented and/or estimated claims against the performance requirements stated above if available. Potential candidates may range from prototype to existing off- the-shelf solutions. The Government will perform a review of the responses and a down selection of candidate rounds determined to be of interest. Sample quantities of these "rounds of interest" may be procured for testing and evaluation. The evaluation of performance will be based on the ability to meet the above set of requirements. The testing will be conducted at Government expense. The testing will be closed. Participating organizations shall supply necessary explosive transportation and associated explosive transportation authorizations. If necessary, the Government offers limited assistance in obtaining transportation authorizations. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government applicable product information as described along with the following information; point of contact, address, telephone and fax numbers and email addresses. This effort shall progress according to the following schedule. Informational responses to this Notice are due on or before 26 November 2008. Selection of interesting candidates and notification of selected organizations will be performed on or before 31 December 2008. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
