- 1.1Objective The Animal and Plant Health Inspection Service (APHIS) of the United States Department of Agriculture (USDA) is conducting an acquisition for its annual requirements for preventive maintenance and repair services on our Powerware Uninterrupted Power Supply (UPS) located in our Raleigh Computer Room facility. The primary objectives are to: •Provide UPS preventive maintenance and repair services for APHIS •Obtain the most current and competitive prices for APHIS 1.2Scope of Work The contractor shall provide on-site service and preventive maintenance on our XXXXX Uninterrupted Power Supply located at our Raleigh Computer Room facility. The Contractor shall provide all personnel, tools, materials, supervision and other items and services necessary to perform work requirements 1.3 through XXXX. 1.3Repair Service Requirements – 1.3.124 hour Remedial Service, Including Parts, Labor and Expenses 1.3.2One Major Annual UPS Preventive Maintenance Inspection (Performed Normal Hours) 1.3.3Battery System Load Testing/Maintenance (Two Per Year) 1.3.4Priority Emergency Service 1.3.5Unlimited 24-hour technical support 1.3.6Replacement of batteries as needed 1.4Preventive Maintenance Requirements – One Major Annual UPS Preventive Maintenance Inspection (Performed Normal Hours) The Major UPS Inspection consists of the following: 1.4.1Perform full mechanical inspection on all power connections, assemblies, and subassemblies internal to the UPS module. 1.4.2Verify cleanliness of UPS module and change air filters when necessary. 1.4.3Perform full logic calibration, including all protection settings, power supply voltages and metering when required and record all values. 1.4.4Battery System Load Testing/Maintenance: 1.4.5Visually check batteries for leakage, cracks, distortion, and corrosion on posts. 1.4.5.1Any compromises in battery integrity will be reported with strong suggestions for replacement. 1.4.5.2Corrosion will be cleaned. 1.4.5.3Battery temperature will also be recorded with any suggested recommendations made to customer. 1.4.6Perform battery discharge test, with customer approval. 1.4.7Perform generator test, where applicable. 1.4.8Monitor all transfers to and from UPS with oscilloscope. 1.4.8.1Verify all transfers are successful with no load interruption. 1.4.8.2Verify charger, inverter and utility waveforms are within specification. 1.4.9Clear and reset all diagnostic alarm histories, where applicable. 1.4.10Record all input, output and battery voltages and currents. 1.4.11Furnish complete data sheet and report of any problems found during the P/M inspection. The sealed battery maintenance routine consists of the following: 1.4.12Clean and/or neutralize all cells and cabinets/racks.. 1.4.13Battery jar inspection; seals, posts, bulging, jar integrity. 1.4.14Re-torque accessible post connections, check for signs of over heating. 1.4.15Measure and record all battery tray and string float voltages. 1.4.16Load test and record voltages of battery trays (in cabinets) or batteries (on racks). 1.4.17Record temperature of battery room. 1.4.18Verify integrity of battery cabinets/racks. 1.4.19General cleanliness of batteries and battery room. 1.5Equipment Covered List - Quantity Equipment Type Manufacturer Model # Serial # Location 2PWP160/130PowerwareUPS12 370FRFR2324xx04Raleigh Computer room 1.6Period of Performance - The Period of Performance shall extend from the time of contract execution, with 4 option years, review and possible renewal of contract annually, at APHIS's discretion.
