- Under the authority of 10 U.S.C. 2304(c)(3) as implemented by FAR 6.302-3, the U.S. Army Research Development and Engineering Command (RDECOM) Contracting Center, Natick Contracting Division (NCD), Natick, MA intends to award a contract to the Regents of the University of Michigan, Ann Arbor MI, to develop an integrated platform that allows an efficient design of personalized implants and prosthesis in a medical imaging environment and custom manufacture them cost effectively. The proposed contract includes design and development which will have the ability to (a) enhance the current system by refining the laser beam size as well as control algorithm for robustness in emergency manufacturing environment, (b) adapt alternate designs or re-engineer existing designs that are easier to fabricate as well as enhancing functionality and customization, (c) design and develop new material systems for enhanced functionalities of various medical devices, (d) enhance software capability to work seamlessly with design and imaging tools for rapid analysis. Regents of the University of Michigan possesses unique qualifications to provide the required technical and functional support for this project, which is confirmed upon review with respect to performance standards established under the current FISC SD awarded contract No. N00244-07-P-0553. The contractor established the Hybrid Manufacturing Platform which integrated the laser direct deposition technology with thermal spray technology, the ability to manufacture lightweight hallow implants using titanium and increasing the capability of structural reinforcements matching the bone modulus and decreasing high modulus implants that lead to stress shielding and bone loss, the manufacturing of composite scaffolds which were optimized to match bone properties, maximizing desired porosity and permeability to allow bone regeneration from CT scan data, and the development of a expert software system which assists in the rapid manufacturing of custom implants which utilizes scanned data, medical records for current and previous patients evoking results regarding which of the three manufacturing process should be pursued. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirements, yet must be limited to 3 pages. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, NCD will proceed with awarding a contract to the Regents of the University of Michigan. Nothing herein should be misconstrued as a request for proposal.
