- The Fleet and Industrial Supply Center, Norfolk Contracting Department, Philadelphia Division intends to solicit on an other than full and open competition basis for additional tasking and support for contract N00140-04-C-0874 which expires 30 September 2009 in support of the Naval Satellite Communications Facility, Northwest, Chesapeake, VA. The proposed period of performance for the additional telecommunications support services will encompass a period of eleven (11) months commencing 01 November 2008 and continuing through the aforementioned expiration date. The proposed modification will incorporate emergent requirements for Operation and Maintenance support of new modems, routers, switches, and crypto to augment TELEPORT support currently existing within the scope of the contract. These O&M requirements support the Joint Communications Support Element (JCSE) Suite "C", Commercial Internet interface for NORAD-USNORTHCOM (CITEE), the Ka-Stars terminal and ancillar! y equipment, as well as various terrestrial fiber optic transport equipment, additional cryptographic equipment, Internet Protocol (IP) systems (routers, Voice over Internet Protocol (VoIP) equipment, switches, etc.), and other peripheral equipment, racks, and patch panels. All of the equipment maintenance and installation associated with these emergent enhancements are being provided under efforts external to this contract. Additionally, Information Assurance (IA) requirements are included due to DoD mandates for compliance with DoD 8570.01-M (Information Assurance Workforce Improvement Program) policy regarding mandatory skills and certifications of IA personnel performing services under this contract. Request for Quotation N00189-09-Q-0085 contemplates a Firm Fixed Price-type modification action. This announcement constitutes the only notice; a proposal is being requested and a written solicitation will not be issued. The procurement is being processed through other th! an full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 and FAR Part 12. The Government intends to solicit and negotiate on a sole source basis with Rome Research Corporation of Rome, NY. RRC is the only source with the capability of satisfying the Government's requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within seven (7) days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received. The NAICS code is 517110 and the busi! ness size standard is 1,500 employees.
