- This is a REQUEST FOR INFORMATION to gain knowledge of potential capable firms to compete for awards under the anticipated multiple award solicitation. The United States Coast Guard (USCG) Acquisition Directorate (CG-9) is seeking potential sources in support of Program Management, Acquisition, and Administrative Support Services for the Acquisition Directorate its respective Major Systems Program/Project Offices. An analysis of the Acquisition Directorate’s procurement of professional major systems support services concluded that a more strategic or enterprise-wide approach could be employed to obtain comprehensive professional major systems acquisition support services in support of CG-9 Acquisition Directorate in order to limit the impacts of diminishing resources across the Acquisition Directorate. CG-9 has developed three (3) separate Draft Performance Work Statements (PWSs) in the enterprise domain areas of 1. Program Management, Engineering and Technology expertise; 2. Business Management, Studies and Analysis, and Cost; and 3. Acquisition, Contracts Management and Administration Professional support services. All services to be provided are non-IT. The conceptual acquisition strategy is to establish separate multiple award Indefinite-Delivery/Indefinite Quantity (ID/IQ) contract domains consisting of a basic ordering period of one (1) year and four 1-year optional ordering periods for each enterprise domain area. Task orders will be competed strictly within the context of each enterprise domain area multiple awards ID/IQ contract. The potential program ceiling (over 5 years) for all enterprise domain areas is $20,000 to $650,000,000 and potentially as follows: 1. Program Management, Engineering and Technology - $20,000 – $450,000,000, 2. Business Management, Studies and Analysis, and Cost - $20,000 – $100,000,000; and 3. Acquisition, Contracts Management and Administration Professional support services - - $20,000 – $100,000,000. The estimated program ceiling reflects the total value of all actions to be conducted under that multiple award enterprise domain ID/IQ contract area. This is a REQUEST FOR INFORMATION (RFI) ONLY. This synopsis is for information and planning purposes only, does not constitute an Invitation for Bid (IFB) or Request for Proposal (RFP), and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offeror's responsibility to monitor these sites for the release of any synopsis or solicitation. The purpose of this Request for Information is to seek capability statements from interested small businesses in order to affirm market research of the possibility of setting aside any or all three (3) of these enterprise domain ID/IQ contracts for performance by Small Businesses. Any “SMALL BUSINESS FIRM”, including Small Disadvantaged, 8(a), HUB-Zone, Service-Disabled-Veteran-Owned, or Woman-Owned, intending to propose as a “PRIME CONTRACTOR” (including those planning to use the affiliation and teaming rules issued by the SBA) are invited to submit a capability statement to the Government. Large business requests for capability statement opportunities as a prime contractor are not desired or required at this time. While each of the enterprise domain draft Performance Work Statements are separate and distinct from the others, the Acquisition Directorate is only issuing a single Request For Information/Sources Sought Notice. Contractors may respond to more than one of the enterprise domain areas; however, they must submit separate responses to each area as detailed below. The conceptual acquisition strategy includes an Organizational Conflict of Interest restriction in the Acquisition, Contracts Management and Administration enterprise domain contract. This means that contractors that compete on that enterprise domain area will be precluded from competing on contracts in the other areas and vice versa. This is NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. The Government will not award a contract based on this Request for Information nor reimburse participants for information they provide. This is a request for small businesses interested in serving as prime contractors to submit a brief capability statement demonstrating how they could meet the requirements in each of the enterprise domain areas. The preliminary North American Industrial Classification System (NAICS) code for this requirement is 541611, xxxxx Services, with a size standard of $23.5 million. The contractors will be expected to provide non-personal services for Major Systems Acquisition Professional expertise in support of the enterprise domain areas for the United States Coast Guard Acquisition Directorate (CG-9), USCG Headquarters, Washington, DC. This support is broad ranging, comprehensive, complex, and ever changing. The resultant contracts will contain an organizational conflict of interest (OCI) clause that could limit a successful offeror from participating in any other United States Coast Guard contracts. To the greatest extent possible, while still protecting the Government’s interests, the OCI clause will be applied only for the supported technical expertise areas of the contractor’s actual CG-9 performance. The capability statements should focus on issues that affect the decision as to number/types of small business awards such as: (1) the breadth and depth of technical and management expertise to successfully execute all CG-9 Acquisition support services roles within each enterprise domain area, (2) the capability to quickly ramp up qualified and trained personnel at the onset of the contract and/or task order, (3) the capability to administer and manage an indefinite delivery/indefinite quantity, task order contract with a potential dollar value from $20,000 to $650,000,000 across all domains, with numerous subcontractors, (4) assurance and demonstration that the small business firm or small business team will perform 50% of the work, (5) capability to perform realistic cost and schedule projections for complex technical and integrated efforts, (6) a contract management structure that allows for an integrated organization accountable for total performance responsibility, and (7) an understanding of DHS, Navy, DoD, and Government Agencies with whom USCG CG-9 interfaces. Firms that can meet requirements set forth above and as identified in a particular enterprise domain draft PWS are requested to provide a capabilities statement and information demonstrating management and technical experience on similar acquisitions. This announcement has two purposes: (1) to obtain expressions of interest from the small business community in providing complex professional major systems acquisition support services at the prime contractor level; and (2) to roughly gauge the capability of those interested small business firms or teams as viable contenders at the prime contractor level. The Acquisition Directorate is exploring the potential to maximize small business opportunities for CG-9’s Acquisition Major Systems Support Services. Small businesses may team together (or even affiliate) and be eligible for award of a small business multiple award contract. The capability statements and associated evaluations discussed in this notice do NOT replace the in-depth evaluation of a firm or team’s ability to perform; that evaluation will be part of the formal source selection process. However, these will be utilized to make final decision concerning number and types of enterprise domain areas. Submission shall be limited to no more than ten (10) pages for each separate enterprise domain area and must be submitted for each separate enterprise domain area. No more than four (4) pages should be used to address the General Contracting/Company Business Information Topics and no more than six (6) pages for each Draft PWS and Requirements related topics. All questions are listed below. Standard brochures and paraphrasing of the PWS will not be considered a sufficient response to this request. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. General Contracting/Company Business Information Topics (4 page limit): Separate answers are required for each enterprise domain area. 1)Provide your Company name; 2)Specify by name one primary and one alternate Point of Contact within your firm, including the address, telephone numbers, facsimile, and e-mail addresses of those individuals; 3)Provide your Company’s DUNS number; CAGE code; and Small Business status (i.e., Small Business, Small Disadvantaged Business, HUB-Zone, Small Disadvantaged Veteran Owned Business, and Woman-owed etc.). 4)Given the potential different estimated program ceilings identified above and based on your business model, identify how much work in terms of dollars and Full Time Equivalents (FTEs) (define your company’s base FTE in terms of hours) your company would normally expect to compete for per year and how much it would expect to win. 5)Based on your business model identify in terms of total dollars and FTEs how much work your company could support each year. 6)Address whether maintaining your small business size status through the life of the contract is a factor in the number of task orders competed on and won over a 3 year period. 7)If this acquisition is set-aside for small business, FAR Clause 52.219-14, Limitations on Subcontracting will be applied at the contract level. Accordingly, identify what percentage of work by technical area in the PWS that your businesses would perform as the prime contractor. 8)The Government is concerned about the impact the conceptual acquisition strategy may have on overall Proposal costs to small businesses. Please identify how your company would estimate the Proposal Costs at both the enterprise domain contract and task order level. 9)Describe your experience, within the past 5 years, with performance-based acquisitions of major systems professional support services, including challenges faced and how you overcame those challenges. 10)Address whether you intend to support this requirement from one office or if you have multiple office locations that can be used to support this requirement. 11)If planning to team or sub-contract, identify the firm(s), their size status and socio-economic status. Identify the proposed prime contractor and/or Joint Venture; all small business team members; any other subcontractors; and which type(s) of set-aside/domain your Company/Team plans to submit a proposal under (i.e., Small Business; 8(a); woman-owned; service disabled veteran owned (SDVO); and/or HUB-Zone). Segregate this information on the Capability Statement by firm. Program Management, Engineering and Technology Draft PWS and Requirements Related Topics (6 page limit): 1) Briefly demonstrate your ability to meet the requirements specified in the Draft PWS as the prime contractor or through your use of subcontractors. 2) Address whether you maintain your own staff of qualified major systems program management professionals, including engineers and technical expertise, and identify the size of your permanent staff in each of these areas. 3) Describe how you would include systems integration support services in a performance work statement. 4) Describe your experience with complex, comprehensive major weapon systems programs. 5) Describe your experience your company’s experience with DHS, Navy, DoD, and Government Agencies. 6) Address whether your firm can provide support both on-site and off-site. 7) Summarize the corporate strengths in relation to the following criteria: a) Specific, related past/current Major System’s experience (USCG, DoD, DHS) related to the draft PWS requirements; b) Management approach in managing on-site/off-site staff, retention/replacement, authority, responsibilities, and quality control; and c) personnel qualifications and experience. Business Management, Studies and Analysis, and Cost Draft PWS and Requirements Related Topics (6 page limit): 1) Briefly demonstrate your ability to meet the requirements specified in the Draft PWS as the prime contractor or through your use of subcontractors. 2) Address whether you maintain your own staff of qualified business management professionals, including cost estimators, and identify the size of your permanent staff in each of these areas. 3) Describe your company’s experience with DHS, Navy, DoD, and Government Agencies. 4) Address whether your firm can provide support both on-site and off-site. 5) Summarize the corporate strengths in relation to the following criteria: a) Specific, related past/current Major System’s experience (USCG, DoD, DHS) related to the draft PWS requirements; b) Management approach in managing on-site/off-site staff, retention/replacement, authority, responsibilities, and quality control; and c) personnel qualifications and experience. Acquisition, Contracts Management and Administration Professional Services Draft PWS and Requirements Related Topics (6 page limit): 1) Briefly demonstrate your ability to meet the requirements specified in the Draft PWS as the prime contractor or through your use of subcontractors. 2) Address whether your firm can provide support both on-site and off-site. 3) Within the context of the requirements of the draft PWS, contrast the services that you have traditionally provided support based on specific deliverables against those that are more readily supported as on-site level-of-effort requirements. 4) Address your firms experience with Organizational Conflict of Interest provisions within all categories identified in FAR Part 9. 5) Describe your experience your company’s experience with DHS, Navy, DoD, and Government Agencies. 6) Summarize the corporate strengths in relation to the following criteria: a.Specific, related past/current Major Systems experience (USCG, DoD, DHS) related to the draft PWS requirements; b.Management approach in managing on-site/off-site staff, retention/replacement, authority, responsibilities, and quality control; and c.personnel qualifications and experience. This Request for Information is not open to participation by foreign firms at either the prime or subcontract level. In order to be considered for award, offerors must possess or be able to obtain a SECRET or higher facility security clearance. All positions may be both on site at USCG Headquarters in Washington, DC and off-site at contractor facilities. Contractors may be required to have minimum of a SECRET clearance. Interested business firms are invited to submit to the contracting office as early as possible, but not later than 10 November, 2008, a Capability Statement summarizing the corporate strengths in relation to the following criteria identified above. Capability Statements may be submitted via email to V’Anne.Tugbang@USCG.mil no later than 10 November, 2008. Responses from Large Business to this Request for Information are not desired or required at this time. As a separate attachment to your response and not included as part of the page limitation of this Request for Information, please identify any existing contracts with the United States Coast Guard Acquisition Directorate under which services identified in the draft PWS for each separate enterprise domain area could be ordered. Please break this information down by enterprise domain area and include the contract number, description of services, and using/ordering division. Comments and questions regarding each enterprise domain area Draft PWS and this Sources Sought may also be submitted separately.
