- This synopsis is issued to conduct market research for informational and planning purposes only. This market survey is conducted to identify potential sources capable of meeting the requirements of the Contractor Logistics Support Group - 727 ACSG, located at Tinker AFB, OK 73145 for the services related to Contractor Logistics Support (CLS) for the RC-26B aircraft. The RC-26B is a militarized version of the FAA-type certified Fairchild SA227-DC aircraft. The aircraft is powered by twin Honeywell TPE331-12UA-701G turboprop engines. The current fleet consists of 11 aircraft for the Air National Guard (ANG). The aircraft are currently based at 12 CONUS and 1 OCONUS locations (see below). The ANG (RC-26B) aircraft have been modified as Intelligence, Surveillance and Reconnaissance (ISR) support aircraft carrying specialized electronic equipment to provide aerial surveillance and reconnaissance for law enforcement and other Government agencies. The aircraft Main Operating Base (MOB) locations are provided as follows: the MOB locations for the ANG are Fresno ANGB, CA; Clarksburg, WV; Jacksonville, FL; Kirtland AFB, NM; Meridian, MS; Houston, TX; Stratton ANG, NY; Fairchild AFB, WA; Tucson, AZ; Madison, WI; Montgomery, AL; Hurlburt Field, FL; and one MOB in Iraq. A summary of CLS services to be provided includes all support actions required for operating and maintaining the aircraft, aircraft subsystems, and support equipment. The CLS system includes all aircraft maintenance and inspections, launch and recovery of the aircraft, supply of all contractor owned spares and unique support equipment through a Contractor Operated and Maintained Base Supply (COMBS); repair and overhaul of all repairable spares at Federal Aviation Administration (FAA) certified repair stations; maintenance and repair of all support equipment; aircraft paint; propeller and engine repair/overhaul. These actions include supply, procurement, production control, quality control, component failure reports, and acquisition of commercial data. The Contractor provides for additional support, as over and above tasks, engineering services including development, test and FAA certification of modifications, installation of modifications, depot maintenance support, field team support (worldwide), aircraft crash investigations and damage repair. The Contractor also provides information for quality, contract funds status, consumption and usage, service engineering reports, subscription services for technical manual updates and service actions. The Contractor is to establish and maintain agreements with the Original Equipment Manufacturers (OEMs) for data and technical support necessary to maintain the RC-26B aircraft. The Contractor shall provide personnel, material, and technical and maintenance support for the aircraft in accordance with FAA standards to maintain FAA-type certifications. The Contractor shall establish maintenance and supply support at each aircraft site to satisfy the stated Mission Capability (MC) Requirements. Additionally, the Contractor shall support the planned utilization rates shown below and be prepared to provide flying hours support up to 110 hours per month as shown in the Contract Line Item Numbers (CLINs). The Contractor shall plan to meet a monthly MC rate of not less than 85% for each aircraft and the fleet. The Contractor must also plan to meet a monthly Fully Mission Capable (FMC) rate of 75% for each ANG aircraft; the percentages are subject to change once the requirement is more defined. MC rate is defined as the total reportable hours in a month less total hours an aircraft is not available for operational use while it is undergoing maintenance or awaiting a part, divided by the total reportable hours in a month. Although the RC-26B is a public use aircraft, the contractor shall maintain the fleet in accordance with (IAW) FAA approved maintenance standards to maintain its FAA-type certification. Any off-equipment maintenance that exceeds maintenance capabilities at the MOB shall be accomplished at Federal Aviation Regulation (FAR) Part 145 FAA-certified repair stations. ISR specific equipment shall be maintained using the appropriate vendor data and Government furnished manuals. The Government will provide fuel for the aircraft and support equipment. All other aircraft and support equipment, petroleum, oil, and lubricants (POL) items shall be furnished by the Contractor. The current option year on contract FA8106-07-C-0004 will expire on 30 Sep 2009. The plan is to award the new contract by 31 Aug 2009. The contract performance period will be 1 Oct 2009 thru 30 Sep 2010 with provisions for five (5) one year options that may be exercised unilaterally by the Government. If all options are exercised the performance period will be from 1 Oct 2009 thru 30 Sep 2015. Large businesses considering participating in this acquisition as the prime contractor should be prepared to meet a small business subcontract goal of at least 20%.
