Description
This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability (P&A) from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. This scope of work is for 14 months to provide support and services for the design, development, procurement, installation, and operation and maintenance (O and M) for 6 existing Iraq Ministry of Defense (MOD) Very Small Aperture Terminal (VSAT) networks consisting of 151 sites throughout Iraq. This scope includes oversight and directing all activities necessary to provide O and M, installing, de-installing and re-installing VSATs for all 6 networks. This includes any current and future VSAT nodes throughout Iraq. Installation and O and M activities include project management, requirements analysis, network design, engineering and installation in addition to day-to-day network and configuration management. The scope also covers formal and on-the job training for the successful transition of these networks to the Government of Iraq. Additionally, there is a requirement to provide VSAT spares, installation equipment and vehicles to the Iraq MOD as part of the network transition plan. Additional requirements include designing, installing and equipping a training test laboratory and future standardization of all sites. For purposes of pricing: The demark is identified as the digital interface of the VSAT modem, further identified as the rear panel of the modem. The cable which connects to the VSAT modem digital interface and any and all peripheral equipment toward the user shall not be the responsibility under this effort. ETs and modems are included in the scope of this effort. All P and A should be itemized according to the following categories: Base operations and maintenance: Provide Rough order of Magnitude (ROM) for VSAT operations and maintenance that includes all necessary materials, spares, transportation, and labor costs regardless of the site location to maintain the existing 151 VSAT sites locations and configurations. Operations and maintenance for each additional site: Provide ROM for monthly maintenance for each additional base site according to the equipment manufacturers specifications. This ROM should be based on a monthly maintenance fee per site regardless of location within Iraq. New site installations: Provide ROM for earth terminal equipment and installation that includes all necessary materials, transportation, and labor costs regardless of the site location to install a new VSAT installation. -Typical- installations shall consist of a concrete pad or pole mount for the antenna assembly, PVC or iron cable tray shall be utilized for conduit-cable raceway and standard 19 inch racks shall be utilized. This ROM should factor in the capability of performing three (3) simultaneous installations within 60 days from issuance of government direction. Site moves: Provide ROM for all necessary materials, transportation, and labor costs in the performance of de-installing and re-installing existing VSAT terminals. Site standardization: Provide a ROM for standardizing all sites with iDirect 8000 modems. ROM pricing should include all necessary materials, transportation, and labor costs regardless of the site location to conduct the standardization. Formal and on the job training: Provide a ROM for training involving VSAT system operation, hardware installation, software configuration, and VSAT system maintenance (1st and 2nd level). The ROM should include training for 15-20 personnel and 160 hours in duration. The ROM should also include advanced maintenance VSAT system training course (3rd Level) for 10 students and 160 hours in duration. The OJT ROM should factor in involving MOD personnel in the new installation, de-installations, re-installations and maintenance trips. The ROM should also include training documents (in Arabic & English) and training materials. Training laboratory: Provide a ROM for design, equipment and installation an OJT training test laboratory for use in conducting basic-advanced hands-on training scenarios. The ROM for the OJT training laboratory shall contain the required devices and equipment to implement the basic and the advanced training scenarios stated in the training requirement. This ROM should include three (3) classroom trailers (12 - 4meters), and two (2) air-condition split-unit systems (at least 24000 BTU) for each, overall cover, electrical and network wiring for the trailers. The ROM should also include twelve (12) desks and chairs for each trailer. Remote network monitoring capability: Provide a ROM for the required Hardware (equipment) and software (enough licenses to support three (3) remote points of monitoring) to provide the ability to monitor all stations simultaneously, VSAT network activity history, and check the total network traffic. The software should include a graphical map with the ability to click to display more information for each station. Remote bandwidth re-allocation capability: Provide a ROM for the required Hardware (equipment) and software (enough licenses to support three (3) remote points of monitoring) to provide the ability to directly change the current and future bandwidth allocation for each site. This capability must also include the ability to remotely monitor the bandwidth utilization and the hardware uptime (enough licenses to support three (3) remote points of monitoring). Network transition procurement: Provide a ROM for the procurement for the end user. This consists of: Six (6) packages from the equipment list described below. Use industry standards to determine the appropriate make, model, or manufacturer when providing a ROM for this equipment. The intended use of this equipment is for VSAT site installations and O&M and will be used in Iraq by the Iraqis-end-user. Therefore, the power must support 220v. 1. Magellan Triton 2000 GPS receiver 2. Inclinometer angle meter 3. Satellite signal finder (Birdog Satellite Finder), 4. Digital multmeter 5. Coax cable wire cutter 6. Snap & seal crimper 7. Dielectric grease 8. Assorted metric wrenches from 8mm to 30mm 9. Four crossover Ethernet cables (3m length). 10. RJ-45 crimping tool 11. Box of 100 bulk RJ-45 connectors 12. Power screw driver 13. Power hole saw 14. Wire cutter 15. 50 rolls of coax Rubber tape 16. 500 ZipTies assorted sizes 17. Panasonic Toughbook 19 laptop with necessary software (like Sat master QuikAim used to find pointing parameter) 18. Toolbox to hold the above tools and supplies, except for the laptop Spare Stations consisting of (5) five complete VSAT stations. Project Vehicles for the end-user consisting of two (2) new VAN vehicles (12-15 passengers). These vehicles should be common to the Iraqi environment and enable them to blend in with the local situation. This ROM should consider local dealers, which would provide the warranty, preventive maintenance and repair of these vehicles. VSAT re-engineering: Provide a ROM for all necessary materials, transportation and labor costs in the performance of re-orienting an existing VSAT for the purposes of acquiring another satellite as part of an initial effort to acquire satellite services.
