Description
REQUEST FOR INFORMATION: Followings are answers from AN-ALQ-144 Industry Day (October 2, 2008) questions. 1.Is Columbus the primary DLA supplier? Answer: No, the DLA weapon system support manager is located at Richmond, VA. 2.A. Projected Returns- Are returns based on current failure rates of the LRU/LRM and current OP Tempo for theater operations? B. Under PBL, would the contractor be responsible for maintaining the war reserve stock? C. Who controls stock? Answer: A. Yes, the returns are based on current failure rates which include Time Between Overhaul (TBO) items. See Technical Manuals for details. B. Contractor will be responsible for filling the requirements for war reserve; however, war reserve will maintain their own stock record account. C. War reserve stock is controlled by AMC, everything else under the PBL will be the contractors responsibility. 3.Attachment 2 contains two ALQ-147 items 01-076-4101 and 01-077-6320. Will the PBL provider be responsible for inventory management of these items? Answer: NO. It will only be AN-ALQ-144. 4.Attachment 4 (TYAD)- The repair on hook only reflects 18 NSNs versus the 28 NSNs with historical repair quantities and costs. Please provide insight into the difference? Answer: 41 NSNs are in the Attachment 1. 28 NSNs are in the Attachment 4. 3 NSNs in the attachment 4 are not in the attachment 1. Therefore, total discrepancies are 18 NSNs. In the attachment 4, NIIN 010987105 is old (V)3. It was upgraded at TYAD. NIIN 012869956 is old A9 card. It was upgraded at TYAD. NIIN 015663978 is a new NSN for transmitter cover assembly which will be fabricated at TYAD. In the attachment 1, 14 NSNs are reparable, but never have been repaired at TYAD. NIIN 012869928 is consumable item, but it belongs to B16 item because of the nature of the technical characteristic. 5.Attachment 4- How were FY09 and beyond requirements derived for TYAD forecasted repairs? Answer: This was based on the previous year historical data and projected requirements from Material Requirements Planning. 6.Attachment 4- UFC dollars - what is the composition of the dollars represented? A.Labor-Material provided locally and from DLA? B.Labor only? Answer: A. The UFC includes labor and material from B16 and DLA procurement. B. NO 7.A. -A- model transmitter- Is there a projected date for the USN to upgrade their A model to C model? B.Is this upgrade USN upgrades considered part of the PBL? Answer: A. No. B. No 8.Will contractor have control of all the elements (ex. Inventory, repair source, spares, shipping-transportation, warehouse, etc.)? Answer: Contractor has control over Inventory, spares, warehouse, and shipping-transportation. However, each individual NSN is assigned for packing requirement. Repair source is mandated by Statutes 10 USC 2464 and 2466 (50-50 requirement). 9.Attachment 5- NSN-3465-01-463-0292-Assembly fixture also appears on attachment 2 DLA list. Is this an item to be considered? Answer: Yes. 10.Assuming reset activities will be including in the workshop of the PBL, does this mean funding for the PBL will include both OMA and AWCF dollars? Answer: Yes, as well as PA dollars to buy systems when requirement comes from Program Manager. Furthermore, there will be separate Contract Line Items for different funds. 11.ROM- If we submit a ROM based upon our recommended work scope, will there be dialog with CECOM to ensure alignment with BCA? Answer: No 12.Under PBL would the contractor be responsible for maintaining storage warehouse used on spreadsheet (WH01, WH02)? Answer: No. 13.Is there any know obsolescent issues? Answer: No 14.CECOM does not have any long term agreement with vendor base? Answer: NO 15.What about Peculiar Ground Support Equipment (PGSE)? Answer: There is one test set for AVIM and Depot use. Also, Radiometric Test Equipment is required for Acceptance Test at Depot level. 16.Are there any shipping containers to ship AN-ALQ-144, responsibility of contractor? Answer: Yes, 17.Would contractor be sponsored in LMP? Answer: Yes 18.Explain were CECOM is in the BCA? Answer: CECOM has completed the BCA type 1 and the process of type 2. 19.Will there be any communication between contractor and CECOM during November-December? Answer: No 20.Is there a Performance Work Statement (PWS) at the moment? Answer: NO 21.Will the ROMs that are submitted be shared between contractors? Answer: No, ROM will be proprietary. 22.Can past performance go further than one page? Answer: Yes, however there may not be more than 25 pages total.
