Description
The Intramural Research Program (IRP), National Institute on Aging (NIA), Laboratory of Experimental Gerontology (LEG) intends to award a Sole Source contract to Stereology Resource Center, Inc., 104 Ringneck Court, Chester, MD 21619-2354; for a professional services contrat to assist the laboratory with its uses of computerized stereology systems for generating stereological results to support a variety of scientific projects. The Stereologer systems were purchased from Systems Planning and Analysis, Inc., Alexandria, VA, which developed and commercialized the system under support from a Phase I/II fast tract Small Business Innovative Research Grant, in conjunction with the Department of Pathology at the Johns Hopkins School of Medicine and Dr. Peter R. Mouton of the Stereology Research Center (SCR). A Stereologer system consist of Macintosh- or PC-compatible software for analysis of first-order stereological parameters (number, volume, surface area, and length) and their variation from the appearance of objects of interest on 2-D tissue sections. The hardware of these systems consist of either a Zeiss or Nikon microscope equipped with high-resolution optics interfaced to montorized X-Y-Z stage, video camera/monitor, video card, and computer. This integrated hardware-software system allows a trained user to generate unbiased (assumption-and model-free) stereological results from a systematic set of tissue sections through a defined reference space. The generation of accurate, precise, and efficient results using this equipment requires theoretical and practical training to avoid both stereological and non-stereological sources of bias, including expert knowledge of stereology, study design, computerized image analyses, staining and sampling of tissue, and neuroanatomy. This support is required to maintain high throughput and make effective use of computerized stereology approaches in LEG studies. This contract includes all direct and indirect costs, as well as annual maintenance agreement and software upgrades for the two Stereologer ystems. This vendor has expert credentials to meet the requirements for this contract. He has two decades of solid training and experience in neurobiology, and is an internationally recognized expert in the use of unbiased stereology for neurobiological applications. Period of Performance October 2008 through September 2009. NAICS Code 541990 and the size standard is $6.5. This notice may represent the only official notice. This is a Simplified Acquisition with the estimated value of less than $100,000.00 threshold. This acquisition is being procured under Federal Acquisition Regulation (FAR) 13.106; and is exempt from the requirement of FAR Part 6, Competition Requirement. This notice is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct any future competitive procurement requirements. A determination by the Government not to compete with this proposed contract; based upon responses to this notice, is solely within the discretion of the Government.
