- This is a pre-solicitation notice that AETC/LGCI, Randolph AFB TX intends to award a SOLE SOURCE Firm Fixed Price contract to Flight Safety International, under authority 10 U.S.C. 2304 (c) (1) implemented by FAR 6.302-1, for Contractor, Type 1 Special Training for the H-60 and S-70 Rotary Wing (Helicopter) airframe, for Foreign Military Sales (FMS). This training to include Pilot, Instructor Pilot,Recurrent Pilot and level 1 maintenance courses, to include airframe, power plant, electrical, avionics, and practical trouble shooting on these airframes and sub-assemblies. The contractor identified is the only known source for the subject requirement. Responses to this notice will be used to determine if bona fide competition exist. Any such responses must be in writing and include technical and pricing information. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government. All responses must be received no later than 3:30PM, CDST October 30, 2008. No extensions will be granted. All inquires and or proposals should be submitted to Mr. Ralph J. La Rosa, Contract Negotiator via e-mail: ralph.larosa@us.af.mil or terri.schwarting@randolph.af.mil. The anticipated award date is at the discretion of the Contracting Officer. This training will support several members of a Foreign Military Service’s Air Force; training will be in English and conducted at the contractors facilities in CONUS. In addition to the requested training the contractor will be responsible for student lodging and transportation at all training locations required to support this requirement.
