- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fedbizopps.gov/ and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for the posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This announcement revises and replaces the synopsis posted on 13 February 2008 for LCS Flight 0+. The Naval Sea Systems Command intends to issue a fixed-price incentive fee Request for Proposals to General Dynamics Bath Iron Works (GD-BIW), 700 Washington Street, Bath, ME 04530, and Lockheed Martin Corporation Maritime Systems & Sensors (LM MS2), 199 Borton Landing Road, Moorestown, NJ 08057, for the construction of Littoral Combat Ship Flight 0+ Class Ships and associated supplies and se! rvices. The scope will also include Special Studies, Analyses and Reviews; Provisioned Items Orders; Self Defense Test Ship Combat System Procurement and Installation, and Post-Delivery Support. The requirement contemplated is for FY09 and FY10 ships, including potential FMS requirements. The contract(s) will be awarded through a limited competition pursuant to 10 U.S.C. 2304(c)(3), Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services. The use of other than full and open competition is necessary in order to maintain facilities, producers and manufacturers available for furnishing supplies to achieve industrial mobilization. Additionally, GD-BIW and LM MS2 are the only sources with the requisite knowledge of LCS Flight 0+ design, construction, systems, and extensive knowledge of, and experience with, mission module interface requirements to efficiently and effectively construct these additional follow-on ships within the required! construction period, and perform the associated services.
