Description
The Marine Corps Systems Command (MCSC), Quantico, VA intends to acquire services for program analysis and development of marksmanship courseware and related training and evaluation documentation to support the analysis, development, implementation, and sustainment of the marksmanship training programs for all small arms weapons in the Marine Corps arsenal. Knowledge and expertise of Marine Corps unique marksmanship requirements, distance ranges, and training publication format specifically referring to the Marine Corps Systems Approach to Training (SAT) model is critical. The majority of this effort shall be performed at Marine Corps Base, Quantico, VA, and at the contractor's facilities. Training materials: One copy of all deliverables shall be provided on 3 1/2 inch computer diskettes in Microsoft Word or Power Point. All training materials will be developed and delivered in accordance with the SAT. This acquisition is being offered as 100% small business set aside.! This requirement is being solicited as a commercial item acquisition in accordance with FAR Part 12. This requirement will result in the award of a Firm Fixed Price (FFP) Labor Hour with Other Direct Cost(ODC) contract with the Contract Line Item Numbers (CLINs) and Sub-CLINs (SLINs). No work shall begin until a notice to proceed is signed by the Contracting Officer and received by the Contractor. The base period of performance is 12-months (one year) with four, 12-month option periods commencing on or about 15 December 2008. Award will be based on the Best Value to the Government. Evaluation will consist of Past Performance, Technical Capability, and Cost/Price. The North American Industry Classification System (NAICS) code is 611710. The small business size standard for this code is $6.5 million. This RFP will be made available electronically upon its release at the Navy Electronic Commerce Online website at www.neco.navy.mil. Paper copies, faxed copies, or e-mail! copies of the solicitation will not be provided. All requests for hard copies of this solicitation will be disregarded. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments thereto. Questions and answers, if required, will be posted to this site as well. It is the offeror's responsibility to check this web site for all information related to this procurement. Submission of the RFP must be in accordance with the solicitation instructions. If applicable, all amendments must be acknowledged. Offerors must be registered in the Central Contractor Registration (CCR), www.ccr.gov, the Online Representations and Certifications Applications (ORCA) http://orca.bpn.gov and Wide Area Workflow (WAWF) for invoicing and payment. Quotes must be received via email in the contracting office by 4:00 pm EST on 1 December 2008. All responsible small business offerors may submit a quotation which shall be considered by this agency. Award will be made in accordance with the evaluation factors outlined! above. All questions must be in writing and can be sent to the MCSC point of contact, Sgt Summerlin, T.
