- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-09-Q-0028. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. This is 100% set-aside for small business. Size standard is 500 employees. NUWC Division Newport intends to purchase the following items: CLIN 0001 Transducer Repairs, P/N A016668, Quantity of 5. CLIN 0002 Transducer Repairs, P/N A016668, Quantity of 5. CLIN 0003 Switch Repairs, P/N A018211, Quantity of 2. CLIN 0004 Switch Repairs, P/N A018211, Quantity of 11. CLIN 0005 is Shipping Costs. Required delivery is 6 months after award, F.O.B. Destination Naval Station Newport; Newport, RI. It is expected to place a purchase order with Omegadyne, Inc., Sunbury, OH. They are the only known source for these items because The Naval Undersea Warfare Center Division Newport is the In-Service Engineering Agent for SSN688 Class Vertical Launch System (VLS). In support of these functions, this procurement is necessary to provide testing and refurbishment for failed components. The Dual Differential Pressure Transducer (DDPT) and Pressure Switches, identified in this procurement will replace failed items presently installed on missile tubes of SSN 688 Class VLS (TOMAHAWK) Submarines. The DDPT and Pressure Switch design is proprietary to OMEGADYNE and is the only design recommended for procurement by the Navy for use on the SSN688 Class VLS submarine. No other supplier can meet the compatibility and interchangeability requirements of these items. In addition, no other contractor has the intricate and unique equipment required to test and repair these items. The government does not own the design and, therefore, cannot provide it to another supplier. Omegadyne’s design is the only Navy-authorized design that can be used on SSN688 Class VLS submarines. Accordingly, Omegadyne is the only qualified source for these items as the design is proprietary to Omegadyne. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply.
