CONTINUATION PAGE Amendment #1 SOLICITATION VA-244-08-RP-0429 The purpose of this amendment is to provide prospective Offerors with answers to questions that were previously ask during the site visits: Project #595-901: Behavior Health Questions and Answers 1.Has a feasibility study been conducted for the project? If so, who conducted the study? NO 2.What is the acuity of the patients/ consumers for the proposed facility? They are patients in the Substance abuse and community re-entry unit. They are not suicidal, and are free to come and go from their room as they please. They also work at the hospital in the Compensated work therapy program. 3.What is the overall timeline for the project? 180 days for design, construction time to be determined. 4.What are the criteria used by the selection committee for short listing and eventual award of the project? The Standard criteria listed by the VA. It is attached to your submittal requirements. 5.Please provide a list of design professionals that intend to submit their qualifications for this specific opportunity. NO 6.Are the proposed villas a transitional platform of behavioral health care for veterans? Yes 7.Are site/ civil engineering qualifications requested for this opportunity? Yes 8.Is there a current master plan? We have a plan that is 95% complete. 9.Will a full site survey including topography and utilities be required? Yes 10.Has a building program been established, square feet, # of floors, room types, etc? Yes, but it is very flexible. I wish not to provide at this point. 11.How many new parking spaces are required? Depends on the design of the houses. 12.Is submission via email allowed, or are hard copies required? Hard copies only. 13.What LEED rating is required? No specific requirement, but would like to include any green work that makes sense. 14.Are geotechnical services required? Yes 15.Will Landscaping Design be required? If so, is irrigation included? Yes, The VA will see about the budget for irrigation. 16. Are there requirements for providing specialty services (i.e. Certified Industrial Hygienist, Certified Fire Protection Engineer, Etc.)? No, The VA will provide the IH and FPE. 17. It appears that there is not set aside for the project but later into the request I read a reference to size standard of $4.5 which appears to be a requirement for a small business. Can you clarify if there is a requirement for small business on this project? This requirement is unrestricted, open to all vendors capable of performing this service. 18. Does the Lebanon VAMC have a preferred Civil Engineer? NO 19. To what extent is a survey required? Is a Topographic survey of the project area available which indicates underground utilities and the like? YES 20. Are land development plan approval and related permits required from the applicable regulatory agencies (E&S, NPDES, etc) as part of this project? NO 21. Are existing conditions electronic/CAD plans on hand for the site, utilities, and other such existing conditions? YES, for MOST 22. Does this project include alterations work to any existing buildings? If so, which building and to what extent is alteration expected? NO 23.Are there any site improvements of significant size on the proposed site and is demolition envisioned for them? NO demo of existing structures. 24.Is the complex served by public sanitary sewer? Who is the provider? Is there sufficient capacity within the public sewer system for the proposed project? Tie into onsite sewer. 25. What is the budget for this project? The range is on the announcement. 26. Will this development require local land development approvals? Storm water approvals? Erosion and sediment control approvals? Sewage planning module approvals? NO, but you may need Erosion plan per EPA. 27. Will parking be provided for the villas or do you envision a more pedestrian-scale addition to the campus? Depends 28. What municipality is the project area located in? Doesn't matter, The VA is federal and go by federal rules. 29. Will the building require a gym and locker rooms? NO 30.I would like to confirm the timing for selection with you. It is our understanding that firms will be shortlisted 3-4 weeks after submission of proposals. Will interviews for successful candidates follow this? In addition, there was mention of the a master plan for the VA Medical Center. Will this be available to the design professionals bidding? Is there anything in this master plan that will effect the Villa and Community Center projects? Don't worry about the master plan. Interviews may follow, depending on what we receive. 31.Is there adequate existing domestic water, power and septic available? Yes 32.Are there any environmental issues that have been identified? No
