- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-09-Q-0176. NUWC Division Newport intends to purchase the following items: Mail Metering System Required delivery is 60 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. This is 100% set-aside for small business. Size standard is 500 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: Please describe the proposed mail metering system requirements to perform the following functions: 1) Weigh and check dimensions per meter mail regulations and requirements. 2) Print directly on packages/envelopes Postage amounts; and if package too large, affix a label. 3) Sort packages/envelopes by size. 4) Check the type of mail required (i.e., Registered, Certified, Postal Express, and Priority Mail) for packages/envelopes. 5) Determine and Select the correct postage mode per class of mail. 6) Affix printed postal labels to packages/envelopes. 7) Run mail metering data reports. 8) Batch processing while tracking the postage used. 9) Cleansing and correcting of addresses prior to shipping. 10) Support the ability to determine if an address is residential. 11) Support Delivery Confirmation service by providing date, Zip Code, and the time it was delivered. 12) Support USPS E-certified with E-Return Receipt capability using analog telephone lines. 13) Support pouching. 14) Produce an electronic delivery manifest. 15) Create barcode labels for inbound mail and parcels for internal delivery tracking. 16) Enable digital printing over a postal security device for secure postage. 17) Offer USPS rate updates online for changes in postal rates and services. 18) Enable Electronic Delivery Confirmation, Electronic Signature Confirmation, and Certified mail tracking. 19) Provide password protected postage refills to postage account. 20) Track small parcels, larger envelopes and packages for various postal classes. 21) Interface to a variety of mailing machines based on volume requirements. 22) Process mail and shipments to determine the carrier selection, routing guides, documentation, and reporting requirements for express mail and ground parcels both inbound and outbound. 23) Manage mailing/shipping processes from a centralized server that provides functionality for inbound and outbound shipment processing. 24) Describe mail metering system ability to adapt to changing government business needs and mail/shipping growth. 25) Process true mixed mail, including the capability of continuous feed stream of mail varying character with either an open or closed flap. none.
